With the deadline for questions NLT 10 calendar days prior to the close of the solicitation due date, when will the customer anticipate answering questions? Industry concern is that with the short turnaround, and the requirement for hard copy, responders who will have to “snail mail” our response may be at risk of an answer being released after their package has been transmitted to the government.

10 Sec L - Page 2
In light of the December 30th due date, we respectfully request that the deadline for questions be moved up from no later than ten (10) calendar days prior to the close of the solicitation due date to December 12th. As Government responses to contractor questions are critical to a compliant response, we ask for this adjustment so that it will allow time for the Government to repond and, in turn, the contractor community to make the appropriate proposal adjustments. With a December 30th due date and in consideration of possible delays in package deliveries due to the holidays, we are attempting to submit the proposal as soon as possible.
-The solicitation due date has been amended to require receipt of proposals no later than Monday, 5 Jan, 1100 a.m. local San Antonio, TX time -The deadline for questions to the Government is Friday, 19 Dec 14, 1000a.m. local San Antonio, TX time

15 PWS 5.4.2. - Page 21
Will the Government consider revising this requirement to NLT two (2) weeks after start as processing and delivery of badges is outside of the contractor control and dependent on the supplier.

16 Sec L - Page 1

Shall have a minimum of three (3) years broad-based clinical nursing experience in either an inpatient or outpatient care setting within the last two (2) years.
Since the previous contract did not have this specific experience requirement, will the government waive this requirement for incumbent personnel to allow the contractor to provide “first right of refusal” to those incumbents without these requirements which enables continuity of services by existing staff?
Note: We believe these dates were transposed and should read a minimum of two (2) years within the last three (3).
-Yes, the Government will allow the use of incumbent RNs on the existing Referral Management contracts as RNs on the new contract, the use of incumbent LPNs/LVNs on the existing Referral Management contracts as LPNs/LVNs on the new contract and incumbent Admin Clerks on the existing Referral Management contracts as Admin Clerks on the new contract based on the Executive Order for Non-displacement of Qualified Workers under Service Contracts (30 Jan 2009).

The question is unclear. For system/process changes that require training, the contract staff will be trained accordingly. The contract is not managed from the KX site. 83 PWS 2.2.5 - Page 12
The Contractor shall include a Staffing Plan as part of their proposal that details how the Contractor will find, qualify, and retain personnel to perform referral management services for all geographic locations identified in Appendix A.
The staffing plan shall include the number and position description (Admin Clerks, LPN/LVN, and RN) for personnel at each MTF; the proposed staffing plan must match the number/type of Position Descriptions submitted within Attachment 3, RM Pricing Matrix, of the solicitation.
Q. Does the government require staffing for all geographic locations in Appendix A as alluded to above or just for the Western locations within Attachment 3 Pricing?
The Government requires that the Contractor provide information that reflects an understanding of the staffing processes (research economic conditions, qualification, and retention) for all locations identified within Appendix A of the PWS. Only the pricing and proposed staffing model for the West Region is required for award of the IDIQ and the West Region.
The pricing and proposed staffing model for the North Region will be required at the time the Government seeks a proposal for the North Region. The pricing and proposed staffing model for the South Region will be required at the time the Government seeks a proposal for the South Region.
The verbiage within PWS paragraph 2.2.5. has been revised.
Would the Government please provide additional information so that all offerors can provide a reasonable staffing model and cost estimate?
The current staffing levels are provided as an amendment to the solicitation.
The MTF Referral Management Center (RMC) Users Guide, version 7.0 dated March 8, 2010 states the average referral takes about 15 min to process and that each staff member can process about 30 referrals per day. Is this still a valid guideline to use for a staffing model?
MTF Referral Management Center (RMC) Users Guide, version 9.0 was posted with the solicitation.
Would the Government please provide a breakdown of the referral data provided in Appendix C of the PWS by urgent or routine?
Would the Government also pleas provide referrals by the clinic for each MTF? This will assist offerors in determining appropriate workload and staffing levels.
The Government will not provide this information;
however, the current staffing levels are provided as an amendment to the solicitation.
