FA8052-14-R-0013 RFP – Q&A

# Reference Industry Question Government Response

1 Solicitation 52.222-41 What level of Wage determination is applicable to these categories of workers?

Please refer to the DOL website for the most current wage determinations applicable to the region where the work is being performed. Wage determinations will be incorporated at contract award.

http://www.wdol.gov

PWS Sec 3.2.2. - Page

For the RN, what level of RN is the Government Requesting for these positions

This is a performance based requirement; the Offeror will determine what is appropriate regarding RN levels, assuming these individuals meet the minimum experience and education/certification requirements as required in the PWS.

3 Sec L - Page 6

In Section L, it is noted that 2 Digital Copies are required of each Volume, based upon Table 1 on page 6.

Should each Volume be on a separate CD (thus totaling 8 CDs), or should all four Volumes be on the same CD (totaling 2 CDs, each one with all four volumes)?

The Government will accept multiple CDs, however, the CD should be labeled appropriately as defined by Section L of the solicitation. If all four Volumes can fit on a single CD, the Government will accept that as well.

Sec L Page 2 Proposal Submittals and Inquiries L-II, A.2

With the deadline for questions NLT 10 calendar days prior to the close of the solicitation due date, when will the customer anticipate answering questions? Industry concern is that with the short turnaround, and the requirement for hard copy, responders who will have to “snail mail” our response may be at risk of an answer being released after their package has been transmitted to the government.

-The solicitation due date has been amended to require receipt of proposals no later than Monday, 5 Jan, 1100 a.m. local San Antonio, TX time -The deadline for questions to the Government is Friday, 19 Dec 14

5 Sec M, Table 2 - Page 8

Will a Past Performance reference be acceptable if it is related to an individual on the team or must all past performances be specific to the prime and/or subcontractor?

A past performance reference for an individual will be taken into consideration, assuming that individual was a key personnel on a contract in accordance with Section M, Table 2. Relevancy Determination.

# Reference Industry Question Government Response

6 Sec L, Table 1 - Page 6

Section L request that one of the 3 hard copies of the proposal should be redacted. How does the government want this marked to differentiate from the remaining two?

Redacted copies of Proposals should clearly state “Redacted Copy”

7 N/A

What is the last day the government will make and amendment for this effort to allow offerors opportunities to respond

The Government will make amendments to the solicitation if it is deemed to be in the best interest of the Government. Should an amendment arise it will be communicated to interested parties via the FBO website.

8 Sec M, Sec. a. - Page 8 Is the roadmap applicable to subcontractors if the subcontractors Past Performance will be used Yes the roadmap is applicable to Sub-Contractors.

9 Sec M - Page 8

Will the government evaluate a past performance questionnaire submitted by that subcontractor to the respective joint venture member for completion, and if so, will the past performance be rated as highly as past performance information for the principal Offeror?

The question is unclear; however, ratings of various past performance will not vary by whether the work was done as a prime or subcontractor, however the weighting given to prime versus subcontractor efforts may vary depending upon how relevant the work is the to work we seek under this solicitation.

10 Sec L - Page 2

In light of the December 30th due date, we respectfully request that the deadline for questions be moved up from no later than ten (10) calendar days prior to the close of the solicitation due date to December 12th. As Government responses to contractor questions are critical to a compliant response, we ask for this adjustment so that it will allow time for the Government to respond and, in turn, the contractor community to make the appropriate proposal adjustments. With a December 30th due date and in consideration of possible delays in package deliveries due to the holidays, we are attempting to submit the proposal as soon as possible.

-The solicitation due date has been amended to require receipt of proposals no later than Monday, 5 Jan, 1100 a.m. local San Antonio, TX time -The deadline for questions to the Government is Friday, 19 Dec 14, 1000a.m. local San Antonio, TX time

11 Solicitation - Page 3

Can the Government provide clarification on timeline of anticipated IDIQ award date, Post Award Conference, the award of the West Region Task Order and the Period of Performance start for the West Region?

Additionally, the POP start dates on page 13 of the solicitation are the same for all regions, however the North and South are anticipated to be proposed and awarded after the West. Is the IDIQ award expected to occur well in advance to support all starting on 28 July 2015?

The Government anticipates award of the basic IDIQ contract in May 15 with the Post Award conference to be conducted within 10 calendar days after contract award.

The IDIQ will be awarded in conjunction with the West Region; proposals for the North and South Region will follow. The effective start date of all three Task Orders is currently expected to be 28 Jul 15.

12 PWS 2.1.1.1. - Page 6

Can the Government confirm there are will be no individual and/or GS positions within the facility supporting any of the RMC functions as of the start of this effort? This information is critical to determining the necessary staffing levels to meet performance metrics and significantly affect pricing accurately. The contractor staff will perform all RMS duties.

13 PWS 2.2.1.1. - Page 10

Can the Government confirm this meeting is in addition to the Post Award Conference upon award of the ID/IQ?

Also, can the Government provide the location and duration of the post-award orientation meeting?

-Yes, the post-award orientation meeting for the successful Offeror of the Task Order is in addition to the post award conference.

-The post award conference will take place in the National Capital Region (NCR) within 50 miles of Falls Church VA 22042; the meeting is anticipated not-to-exceed 8 hours.

14 PWS 5.1.4. - Page 19

Can the Government provide guidance on the amount of time (on average) needed in advance and/or will the Government be providing more specific guidance by individual MTF to accommodate the various timelines and/or processes required by the MTF? Example - One facility may require that the EQuip and fingerprinting be completed PRIOR to the first day of work while other facilities will not begin processing the application until the employee arrives on the first duty day and therefore

The security process may vary between Military Instillations. The Contractor Security Officer will need to work with the MTF’s Unit Security Manager to determine the specific requirements and develop timelines that reduces undue contractor delays.

the timeline can vary significantly from MTF to MTF.

15 PWS 5.4.2. - Page 21

Will the Government consider revising this requirement to NLT two (2) weeks after start as processing and delivery of badges is outside of the contractor control and dependent on the supplier.

The Picture Identification Badge will be provided by the Contractor not to be confused with the Common Access Card, CAC; therefore the requirement will not be changed.

16 Sec L - Page 1

Will the government allow proposals to be “hand” delivered? Last year FedEx, UPS and the USPS had 2- 4 week delays in package delivery due to the holiday mail rush and some packages were never delivered. If allowed to hand deliver please advise which address we should use. Our company is on the east coast and we are prepared to fly to SAT to hand deliver our package ensuring its on-time receipt.

The Government will accept “Hand Delivered” proposals; however, it remains incumbent on the Offeror to ensure proposals arrive by the required deadline.

Please notify Mr. Anthony Hill in advance via email at:

anthony.hill.26@us.af.mill or by phone at: 210-395- 9555.

The address where proposals shall be delivered is:

3515 S. General McMullen, Suite 200 Building 171 – Bay 2 San Antonio, TX 78226-1865 Note: please include enough time to make it through security and bear in-mind this location is not the main Lackland AFB; it is at least 10 minutes from main Lackland AFB

17 Sec L - Page 7

Please confirm the QCP should be part of the Technical Capabilities Volume. If not please advise which volume it should be placed.

The Quality Control Plan is a separate document and should be included as an attachment to Volume II - Technical Capability

The font for tables and diagrams shall be a minimum of 8 font

Attach 2 Sub Factor 3 Operations Plans

Since the RMS system is not owned or managed by the contractor, how will the awarded contractor receive information as it pertains to reporting changes, system fixes, system upgrades that impact the day to day operations of the RMCs?

This information is sent out to each RMC and their government oversight office to ensure no negative impact in the day to day operations.

PWS 3.7, 3.7.1 and 8.0 Pages 16, 17, and 38

For government changes and system improvements to the government operated systems, what procedures will the government use to provide the contractor with those changes and any new training that will be required to the company trainer? What is the timeline for that updated training?

The COR will notify the contractor of any changes and/or system improvements that will require additional training.

21 PWS 3.2.2.3 - Page 3

Shall have a minimum of three (3) years broad-based clinical nursing experience in either an inpatient or outpatient care setting within the last two (2) years.

Since the previous contract did not have this specific experience requirement, will the government waive this requirement for incumbent personnel to allow the contractor to provide “first right of refusal” to those incumbents without these requirements which enables continuity of services by existing staff?

Note: We believe these dates were transposed and should read a minimum of two (2) years within the last three (3).

-Yes, the Government will allow the use of incumbent RNs on the existing Referral Management contracts as RNs on the new contract, the use of incumbent LPNs/LVNs on the existing Referral Management contracts as LPNs/LVNs on the new contract and incumbent Admin Clerks on the existing Referral Management contracts as Admin Clerks on the new contract based on the Executive Order for Non-displacement of Qualified Workers under Service Contracts (30 Jan 2009).

-The PWS has been updated to revise the transposed dates.

22 N/A

Considering this is a performance based contract and we will have to rely on the government to provide us with system changes/process changes within the AFMS and MTF’s, will the government be giving the Contractor PM access to the KX to enable them to manage the contract?

The question is unclear. For system/process changes that require training, the contract staff will be trained accordingly. The contract is not managed from the KX site. The AF Contracting Office is the POC for contract management. Day to day questions or concerns can be directed to the COR/Gov’t PM.

23 Sec M Page 2

Are the prices we submit for the Western Region applicable to the other regions? How will pricing be obtained for the other regions? Will this be determined upon the issuance of task order proposal requests?

No, the prices submitted for the West Region are not applicable to the other regions. Separate Task Order Proposal Requests will be submitted for the North and South Regions.

ATTACHMENT 3 -

RM Pricing Matrix

Are you looking for a NTE rate for the entire base period of the contract (option periods 1-5)?

The Pricing Matrix identifies pricing for the entire ordering period (ordering periods 1-5 and the potential 6 month extension of services) for the West Region. The rates submitted are not NTE rates – award of the basic IDIQ and West Region will be based on the rates submitted within the Pricing Matrix. Awardees of the IDIQ will then be solicited for rates for the North Region, as well as, rates for the South Region.

25 N/A Can you provide historical data on current staffing levels?

Yes – current staffing levels are provided as an amendment to the solicitation.

26 Sec M - Page 2

There will only be one (1) successful Offeror for the West Region; all successful awardees on the basic IDIQ contract (to include the successful Offeror of the West Region) will compete for the North and South Regions.

27 Sec M - Page 2 Can one offeror be awarded more than one region?

An awardee of the basic IDIQ can win zero (0), one (1), two (2), or all three (3) Regions.

Is contract task order award expected prior to contract start date and if so, how far in advance? Insufficient time between task order award and contract start may inhibit staffing activities such as the ability to initiate security investigations (as referenced in PWS paragraph 5.1.4.).

The Government anticipates award of the basic IDIQ contract in May 15 with the Post Award conference to be conducted within 10 calendar days after contract award.

The IDIQ will be awarded in conjunction with the West Region; proposals for the North and South Region will follow. The effective start date of all three Task Orders is currently expected to begin 28 Jul 15.

PWS Sec 8.1.1 –

Can the government provide information concerning space limitations at each MTF for staffing purposes?

Whereas referral workload is a key factor in staffing levels, the available space provided in an MTF (ref.

Given the period of performance begins in July, if a prospective candidate did not receive an immunization such as the influenza vaccine during the previous season, the vaccine may not be readily available. Will the government waive this requirement until the following influenza season vaccines are available?

Paragraph 3.3.2.2. provides an opportunity for an equivalency (waiver) determination; this includes immunizations.

In reference to PWS paragraph 5.1.4.1., please clarify if the contract employee will access and submit the electronic SF-85P (on the OPM website) in the presence of the Government (MTF) Security Manager (during the appointment mentioned in PWS paragraph 5.1.4.2). Q. This statement suggests there is a “general” table of contents (ToC) since you are asking for a more detailed ToC in each volume. If there is this requirement please advise which volume it should be found.

A General Table of Contents is referenced in Sec L, L-II, C., 4. (b)b.; both references to the ToC are within Volume II – Technical Capability.

Sec L Page 12 (d) Volume 4

Would the government entertain increasing the number of pages for the technical volume from 35 to 50 due to the lengthy amount of market research and analysis the government is requiring to be provided for PWS/eval criteria compliance?

The page count for the Technical Volume has been increased from 35 to 50 pages.

83 PWS 2.2.5 - Page 12

The Contractor shall include a Staffing Plan as part of their proposal that details how the Contractor will find, qualify, and retain personnel to perform referral management services for all geographic locations identified in Appendix A. The staffing plan shall include the number and position description (Admin Clerks, LPN/LVN, and RN) for personnel at each MTF; the proposed staffing plan must match the number/type of Position Descriptions submitted within Attachment 3, RM Pricing Matrix, of the solicitation.

The Government requires that the Contractor provide information that reflects an understanding of the staffing processes (research economic conditions, qualification, and retention) for all locations identified within Appendix A of the PWS. Only the pricing and proposed staffing model for the West Region is required for award of the IDIQ and the West Region. The pricing and proposed staffing model for the North Region will be required at the time the Government seeks a proposal for the North Region. The pricing and proposed staffing model for the South Region will be required at the time the Government seeks a proposal for the South Region.

The verbiage within PWS paragraph 2.2.5. has been revised.

Would the Government please provide additional information so that all offerors can provide a reasonable staffing model and cost estimate?

The current staffing levels are included as an amendment to the solicitation.

The MTF Referral Management Center (RMC) Users Guide, version 7.0 dated March 8, 2010 states the average referral takes about 15 min to process and that each staff member can process about 30 referrals per day. Is this still a valid guideline to use for a staffing model?

MTF Referral Management Center (RMC) Users Guide, version 9.0 was posted with the solicitation.

Would the Government please provide a breakdown of the referral data provided in Appendix C of the PWS by urgent or routine? Would the Government also pleas provide referrals by the clinic for each MTF? This will assist offerors in determining appropriate workload and staffing levels.
