Effective July 1, 2024, Section 787.06(13), Florida Statutes mandates that all nongovernmental entities executing, renewing, or extending contracts with governmental entities must provide a signed affidavit from an authorized officer or representative under penalty of perjury. The affidavit certifies that the vendor does not engage in coercive labor practices. The one-year contract involves the procurement of art materials for delivery to The School Board of Polk County warehouse in Bartow, Florida.
The affidavit requires vendors to attest that they do not use or threaten physical force, restrain or confine persons without lawful authority, establish exploitative debt arrangements where labor serves as security, confiscate identification documents, cause financial harm, engage in fraudulent enticement, or provide controlled substances for exploitation purposes. The authorized representative must sign the affidavit before a notary public under penalty of perjury, confirming compliance with all provisions outlined in Florida Statute 787.06(13).
