Draft Sources Sought – A-E Services | JBPHH

647 CES A&E SOURCES SOUGHT

FOR ARCHITECT-ENGINEER SERVICES

Renovation Projects at Joint Base Pearl Harbor-Hickam (JBPHH)

Agency: 766 Enterprise Sources Squadron Office: PKI

Location: Joint Base Pearl Harbor-Hickam, Hawaii

Response Due Date: 1 May 2026

Set-Aside: Anticipated: Small Business Contract Type: Firm Fixed Price

NAICS: 541310

1. Purpose This notice is issued for market research and public announcement purposes to identify qualified architect-engineer (A-E) firms capable of performing professional design services for renovation projects at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. This notice is not a solicitation and does not constitute a request for price proposals. Responses will be used by the Government to assess the availability of qualified firms and to help determine the appropriate acquisition strategy.

Interested firms may submit qualifications in accordance with the requirements below.

Architect-engineer services are acquired using the qualifications-based procedures of FAR Subpart 36.2. Description of Requirement The Government is seeking qualified A-E firms to provide all professional and technical expertise necessary to prepare complete and usable 100% construction design documents, including drawings and specifications, for renovation projects at JBPHH in the future. The anticipated effort includes the following projects:

Project 1 – Renovation of Building 2155H into a Modern Joint Mission Planning Facility

This project requires non-personal A-E services to prepare a complete and usable set of 100% construction documents for the full renovation of Building 2155H into a modern Joint Mission Planning Facility. The design shall be suitable for competitive bidding and construction.

The project scope includes renovation of approximately 21,672 square feet and requires site investigations, multi-discipline design, cost estimating, and quality control. Disciplines include architectural, structural, mechanical, electrical, plumbing, fire protection, and communications. The final design must create a modern, consolidated, and fully functioning facility that includes an approximately 3,000 square foot Sensitive Compartmented Information Facility (SCIF) compliant with ICD/ICS 705 standards.

This project supports the 15th Wing’s critical mission planning operations at JBPHH. Current functions are dispersed across multiple inadequate facilities, resulting in operational inefficiencies, network connectivity issues, and a lack of compliant secure spaces. The project will consolidate mission planning functions into a single secure, modernized facility to support the 15th Wing, mission partners, and partner nations.

Project 2 – Renovation of the Ni-CAD Battery Shop in Building 2131H

This project requires A-E services to prepare a complete and usable set of 100% construction design documents, including drawings and specifications, for the renovation of the Ni-CAD Battery Shop in Building

2131H, JBPHH. The A-E firm shall provide all professional and technical expertise necessary to develop a design suitable for competitive bidding and construction.

The scope includes project kick-off and site investigation, design development, preparation of construction documents, cost estimating, and performance of a hazardous area classification assessment. The resulting design must create a functional and compliant 671 square foot facility meeting applicable Department of Defense, Department of the Air Force, and life-safety requirements for Ni-CAD battery maintenance operations.

This project supports the 15th Wing’s aircraft maintenance mission at JBPHH. The current Ni-CAD Battery Shop is located in Building 1055H and is substandard, with deficiencies including inadequate ventilation and cooling that present safety risks from hazardous gas exposure and impair battery servicing operations.

Relocation into Building 2131H will collocate the shop with other maintenance activities, improve operational efficiency, and correct critical environmental, safety, and compliance deficiencies identified during the planning charrette.

3. Performance Requirements The core performance requirement for each project is delivery of a complete, coordinated, and compliant 100% design package suitable for solicitation and construction. The design shall adhere to the applicable Statement of Work, Planning Charrette Report (which will be provided at time of solicitation), project requirements, and all applicable codes and standards.

Required deliverables include, as applicable:

• Coordinated design submittals at the 65%, 95%, and 100% completion milestones;

• Design drawings and specifications for all required disciplines;

• Basis of Design narratives and supporting engineering analyses/calculations;

• Detailed cost estimates with written Basis of Estimate at each milestone;

• Design Quality Control certification with each submittal;

• Project-specific documentation, including SCIF-related documentation for Building 2155H and hazard classification documentation for Building 2131H; and

• Final signed and sealed construction design documents, along with native editable design files.

4. Submission Requirements
