The Government will designate a primary Contracting Officer’s Representative (COR) upon contract award. Only the Contracting Officer (CO) may provide direction that changes scope, schedule, or cost. Technical input from other stakeholders shall be coordinated through the COR.

2.0 SCOPE OF WORK

2.1 General Scope

The Architect-Engineer (A-E) firm shall provide all necessary professional and technical services to prepare a complete and usable set of 100% construction documents (drawings and specifications) suitable for bidding and construction. The design shall be based on the information and conceptual plans provided in the "JBPHH Planning Charrette Report, Building 2131" dated October 2025.

If conflicts exist between the Planning Charrette Report and applicable criteria, the A-E shall notify the COR in writing within five (5) business days of discovery and propose a resolution. Order of precedence: (1) Contract, (2) applicable laws/codes/UFC/NFPA/OSHA, (3) JBPHH installation standards, (4) Planning Charrette Report.

2.2 Required Design Services

The A-E shall perform, at a minimum, the following design services and tasks:

· Project Kick-Off and Site Visits: Conduct a kick-off meeting with government stakeholders and perform detailed site investigations to verify all existing conditions, including architectural, structural, mechanical, and electrical systems and utilities.

· Design Development (DD) / 65% Submittal: Provide coordinated drawings and outline specifications sufficient for constructability review, including a Basis of Design narrative, code/life safety approach, hazardous ventilation/control narrative, equipment layouts, and supporting calculations (HVAC load/ventilation, electrical load, and exhaust sizing).

· Construction Documents (CD) / 95% and 100%: Provide complete, fully detailed and coordinated drawings and specifications for all disciplines suitable for solicitation and construction. The 95% submittal shall be essentially complete; 100% shall address only minor corrections and final sealing.

· Cost Estimating: Provide cost estimates at 65%, 95%, and 100% including quantity takeoffs and a written Basis of Estimate (assumptions, inclusions/exclusions, pricing basis, and risk/contingency rationale).

· Design Reviews / Comment Resolution (moderate cap): Government will provide one consolidated set of review comments per milestone via the COR. A-E effort includes one review meeting per milestone and one resubmittal per milestone to address consolidated comments. Additional review cycles or Government-directed scope changes may require contract modification.

· Hazard Assessment / Electrical Classification Determination: The A-E shall perform and document a hazardous area classification determination for the Battery Shop (e.g., NEC Class/Division or Zone, as applicable), coordinated with JBPHH Fire Protection and Safety through the COR. The determination shall be documented in a brief technical memorandum and used to finalize electrical equipment selections, wiring methods, ventilation/exhaust requirements, and gas detection/interlock logic.

2.3 Operational Constraints / Access / Work Hours

The A-E shall coordinate site access requirements (badging, escorts, working hours, and area access restrictions) through the COR. The design shall identify any required outages (power, fire alarm, sprinkler, compressed air, HVAC) and propose sequencing to minimize mission impacts. Any limitations on noise, dust, or after-hours work requirements identified by the Government shall be incorporated into the phasing concept and construction notes.

2.4 Design Quality Control / Coordination

The A-E shall perform an independent technical review at each milestone (65%, 95%, 100%) to verify completeness, interdisciplinary coordination, and compliance with applicable criteria. The A-E shall submit a brief QC certification statement with each milestone confirming coordination and identifying any outstanding assumptions or unresolved issues requiring COR decision.

3.0 DETAILED PROJECT REQUIREMENTS

The A-E shall incorporate the following technical requirements into the design. These are based on the PCR and must be verified by the A-E during the design process.

Where field verification conflicts with the PCR assumptions, the A-E shall document the discrepancy and submit a recommended path forward to the COR for decision prior to finalizing design.

3.1 General & Architectural

Area: Renovate approximately 671 SF in Room 128 of Building 2131H.

Egress: Provide code-compliant means of egress based on final occupant load and hazard classification. The design intent is to provide two means of egress consistent with the conceptual plan (east wall double doors and a secondary exit near the northwest corner), subject to code compliance and existing conditions.

Layout: Develop an open floor plan based on the concept sketches (PCR, Pages 14-17). The layout must accommodate all specified Furniture, Fixtures, and Equipment (FF&E), including seven battery chargers, workbenches, computer stations, and storage. A-E shall coordinate utility requirements (power, ventilation, clearances) for Government-provided equipment/FF&E and depict required locations and connections on drawings.

Visibility: Provide interior windows as shown along the norther wall, using code-compliant windows and assemblies appropriate for the hazard environment and any required fire/smoke separations, subject to safety and base standards.

Ergonomics / Workflow: The A-E shall incorporate safe workflow clearances around chargers, workbenches, and battery handling areas; provide durable, chemical-resistant finishes in handling zones; and coordinate placement of PPE stations/signage as required by safety guidance.

3.2 Structural

Structural: Design requirements for slab sawcutting, trenching, and patching necessary to install new plumbing/utility lines. The A-E shall verify existing slab thickness/reinforcement where feasible, identify conflicts with embedded utilities, and provide details for restoration, including any required reinforcement. Utility locating/potholing and hazardous materials testing responsibilities shall be as specified in Section 6.0.

3.3 Mechanical

HVAC: The A-E shall design a dedicated HVAC system to maintain strict environmental conditions of 68-77°F and 20-50% relative humidity during occupied operations, with all design conditions, internal loads, control strategies, and unoccupied setback assumptions documented in the Basis of Design. To ensure air quality and safety, the system will incorporate a Dedicated Outdoor Air System (DOAS) to manage humidity and provide a non-recirculated ventilation rate of at least 12 air changes per hour (ACH). The A-E must verify the final required airflow—estimated at 1,482 CFM—based on the final ACH, room pressurization, and exhaust strategy, and clearly indicate all exhaust and relief air paths in the design.

Interlocks: Provide a fail-safe interlock between ventilation and charging equipment such that charging is disabled upon ventilation failure. Provide alarm annunciation and a documented sequence of operation, including reset/override provisions as approved by the COR and safety authority.

Emergency Exhaust: Provide emergency exhaust with spark-resistant equipment as required by applicable codes/standards. Provide ceiling-mounted hydrogen detection with staged setpoints (e.g., supervisory and alarm) with documented basis and coordination with Fire Protection and Safety. Emergency exhaust shall automatically activate upon alarm and provide appropriate notification/interlocks per the sequence of operation.

Plumbing: The A-E shall install a comprehensive support station that includes an acid/alkaline resistant utility sink connected to hot and cold water—with hot water generated by a 3kW point-of-use tankless electric heater—and an emergency eyewash station and safety shower located within 25 feet of the handling area. Additionally, the A-E will provide a connection to the facility's compressed air system, which must be equipped with an oil filtration system to supply clean air for battery maintenance tasks.

Waste/Discharge / Environmental: The A-E shall evaluate and incorporate requirements for handling or disposal of corrosive liquids and rinse water (as applicable), including any required neutralization/containment features, and shall coordinate discharge requirements with JBPHH environmental authority through the COR. The design shall include spill control and chemical compatibility considerations for sinks, drains, and associated piping within the battery handling area.

3.4 Electrical

Power Distribution: Design an electrical system supported by a new distribution panel. The A-E shall verify the required panel size, as the PCR notes discrepancies (150A on page 24 vs. 250A on page 25).

Circuits: Provide dedicated 220V, 30A circuits for the seven RF80-M battery chargers. Provide dedicated circuits for all other major equipment, including HVAC systems, lighting, and water heater.

Power Load: The A-E shall calculate and verify the total power demand, as the PCR notes discrepancies (19kW on page 24 vs. 54kVA on page 25). Provide final electrical load calculations, panel schedules, and one-line diagrams at 65%, updated through 100%.

Lighting: Provide LED lighting compliant with applicable UFC and NFPA 70 (NEC). If the hazardous area classification determination requires classified electrical design, specify fixtures and wiring methods consistent with the approved NEC Class/Division or Zone classification.

Specialty Power: Provide specialty power outlets (120VAC, 208VAC 60Hz, 208VAC 400Hz, and 28VDC) only as required by Government-furnished test equipment. The A-E shall confirm quantities, locations, and source equipment (converters/power supplies) during design and document assumptions in the Basis of Design.

3.5 Fire Protection & Safety

Sprinkler System: Modify the existing wet-pipe fire sprinkler system to provide adequate coverage for the new room configuration.

Alarms / Detection: Provide fire detection and alarm modifications as required, and integrate hazardous gas detection alarms/notifications per the approved sequence of operation. Provide a matrix identifying each initiating device (smoke/hydrogen), supervisory/alarm conditions, exhaust activation, equipment shutdown, and notification method.

Fire Extinguishers: Coordinate extinguisher type(s) and locations with JBPHH Fire Protection/Safety based on the final hazard assessment for Ni-Cad battery operations (e.g., Class ABC and any specialty extinguishers as determined). Depict locations on drawings.
