Modernize Wing Joint Mission Planning Center B2155H
Project Number KNMD 26-0001
Joint Base Pearl Harbor-Hickam, HI
17 March 2026
1.0 GENERAL INFORMATION
1.1 Project Title
Architect-Engineer (A-E) Services for 100% Design to Modernize Joint Mission Planning Facility
1.2 Project Number
KNMD 26-0001
1.3 Location
Building 2155H, Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii
1.4 Background
This project provides for the complete renovation of approximately 21,672 square feet of interior and exterior space in Building 2155 to create a modern, consolidated, and fully functioning Joint Mission Planning Facility. This project will consolidate the Joint Mission Planning group, currently spread across multiple substandard facilities (B2155 and B3225), into a single location. The existing facilities are inadequate and hinder operational efficiency.
The facility shall include secure spaces, including an approximately 3,000 SF SCIF to support mission planning operations. The SCIF shall be designed to comply with ICD/ICS 705 and applicable DoD/DAF implementing guidance. Any SAP-specific requirements will be provided separately by the Government Security Authority; absent such direction, the design shall not assume SAPF accreditation requirements.
The vision for this project is to provide a secure, compliant, and efficient facility to support critical training and real-time operational needs for the 15th Wing, mission partners, and partner nations in the Pacific Theater.
1.5 Government Point of Contact
The Government will designate a primary Contracting Officer’s Representative (COR) upon contract award. Only the Contracting Officer (CO) may provide direction that changes scope, schedule, or cost. Technical input from other stakeholders shall be coordinated through the COR.
2.0 SCOPE OF WORK
2.1 General Scope
The Architect-Engineer (A-E) firm shall provide all necessary professional and technical services to prepare a complete and usable set of 100% construction documents (drawings and specifications) suitable for bidding and construction. The design shall be based on the information and conceptual plans for COA #1 as provided in the “JBPHH Planning Charrette Report, Joint Mission Planning Facility” dated December 2023.
If conflicts exist between COA #1 and applicable criteria, the A-E shall notify the COR in writing and recommend resolution. Technical requirement precedence is: (1) Contract, (2) applicable laws/codes/UFC/ICD 705, (3) JBPHH Installation Facilities Standards, (4) Planning Charrette Report (COA #1).
2.2 Required Design Services
The A-E shall perform, at a minimum, the following design services and tasks:
· Project Kick-Off and Site Visits: Conduct a kick-off meeting with government stakeholders and perform detailed site investigations to verify existing conditions, including architectural, structural, mechanical, electrical, fire protection, and communications/ICT systems. Provide a photo log and field verification notes.
· Site Visits (Moderate Cap): The A-E’s effort includes up to four (4) on-site visits total during the design period: (1) kickoff/existing conditions verification, (2) pre-65% coordination, (3) pre-95% coordination, and (4) pre-100% final verification. Additional site visits may be requested by the Government and may require contract modification.
· The A-E’s effort includes the kickoff meeting plus the meetings identified in Section 2.2.5. Any additional recurring meetings beyond these caps shall be approved by the COR and may require contract modification.
· Design Development (DD) / 65% Submittal: Provide coordinated multi-discipline drawings, outline specifications, basis of design narratives, and calculations sufficient for constructability review. The 65% package shall include, at minimum, architectural plans/finish concepts, SCIF layouts, MEP system layouts, code/life safety approach, and a phasing concept (if occupied).
· Construction Documents (CD) / 95% and 100%: Provide complete, fully detailed, and coordinated drawings and specifications for all required disciplines suitable for solicitation and construction. The 95% package shall be essentially complete with only minor corrections expected at 100%.
· Cost Estimating: Provide detailed construction cost estimates at 65%, 95%, and 100%, including quantity takeoffs and a written Basis of Estimate (assumptions, exclusions, pricing sources, and risk/contingency rationale). Provide estimates in editable format and PDF.
· Design Reviews / Comment Resolution (Moderate Caps): Conduct formal review meetings with the Government at the 65%, 95%, and 100% milestones. The Government will provide one consolidated set of review comments per milestone via the COR. The A-E shall incorporate comments within scope.
· The A-E’s effort includes one (1) formal review meeting per milestone (65%, 95%, 100%) and up to two (2) additional working sessions total across the entire design period (virtual or in-person as directed by the COR).
· The A-E’s effort also includes one (1) revision/resubmittal per milestone to address the consolidated Government comments. Additional review cycles, substantial rework due to Government-driven scope changes, or late comments may require contract modification.
· For clarity, scope changes include (but are not limited to) changes in approved room functions/adjacencies, added spaces/systems not identified in COA #1, revised security requirements provided after 65%, or changes to project phasing driven by mission decisions after the 65% milestone.
· Phasing / Mission Continuity Planning: Develop a renovation phasing and temporary conditions plan addressing occupant safety, access constraints, temporary utilities (power/HVAC/ICT) if required, temporary life safety features, and sequencing to maintain mission continuity, as applicable.
· Permitting and AHJ Coordination: Prepare permit-ready documents and support coordination with applicable Authorities Having Jurisdiction (AHJ) (e.g., base civil engineering, fire protection, communications, safety). Identify required permits early and coordinate through the COR. Permit fees responsibility: Contractor.
· Quality Control / Constructability / Coordination: Execute independent technical reviews at each milestone. Ensure interdisciplinary coordination to minimize conflicts/omissions. Submit a QC/coordination checklist and a comment disposition matrix with each submittal.
2.3 Operational Constraints / Access / Work Hours
The A-E shall coordinate site access requirements (badging, escorts, working hours, and area access restrictions) through the COR. The design shall identify any required outages (power, fire alarm, sprinkler, compressed air, HVAC) and propose sequencing to minimize mission impacts. Any limitations on noise, dust, or after-hours work requirements identified by the Government shall be incorporated into the phasing concept and construction notes.
2.4 Design Quality Control / Coordination
The A-E shall perform an independent technical review at each milestone (65%, 95%, 100%) to verify completeness, interdisciplinary coordination, and compliance with applicable criteria. The A-E shall submit a brief QC certification statement with each milestone confirming coordination and identifying any outstanding assumptions or unresolved issues requiring COR decision.
2.5 Design Milestones – Required Contents
· Drawings (all required disciplines) and specifications
· Design Narratives / Basis of Design (Arch/Struct/MEP/FP/ICT as applicable)
· Calculations (structural, HVAC load, electrical load, sprinkler hydraulics as applicable)
