NOTICE ID NO. N4008425R0061 INDEFINITE-DELIVERY INDEFINITE-QUANTITY ARCHITECT-

ENGINEER SERVICES FOR CIVIL AND STRUCTURAL ENGINEERING, PROJECTS AT VARIOUS

LOCATIONS IN JAPAN

ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM SF 330,

ARCHITECT ENGINEER QUALIFICATIONS, IS CONTAINED HEREIN. THERE IS NO SEPARATE

REQUEST FOR PROPOSAL (RFP) PACKAGE TO DOWNLOAD.

This procurement will result in a single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract for Architect- Engineer (A-E) services for civil and structural engineering projects at various locations in Japan. A-E services provided under this contract include, but are not limited to, the preparation of plans and specifications for Design- Bid-Build (DBB) projects, design analyses, cost estimates, studies, DD 1391 development, and Design-Build (DB) Requests for Proposal (RFP) package development. Post Construction Award Services (PCAS) may also be required. Work shall be performed in accordance with all applicable U.S. laws, regulations, and standards and applicable Japanese laws, regulations, and standards.

These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6.

The IDIQ contract will be for a five (5) year base ordering period. The total fee for the contract term shall not exceed 49,000,000 USD or Japanese Yen equivalent. The guaranteed minimum for the contract term (including option years) is 10,000 USD or Japanese Yen equivalent. Firm-fixed-price task orders will be negotiated for this contract. There will be no dollar limit per task order and no dollar limit per year. The Government makes no representation as to the number of task orders of the actual amount of work to be ordered. Contractors are not guaranteed work in excess of the minimum guarantee. The estimated start date of issuance of task orders under this contract is July 2026.

Task Orders will be solicited, awarded, and paid in Japanese Yen. However, the price of the contract action (contract/task order/modification) will be expressed in U.S. Dollars for the administrative convenience of the U.S.

Government. The Government may consider payment in U.S. Dollars rather than Japanese Yen at the discretion of the Contracting Officer.

This proposed contract is being solicited on an UNRESTRICTED basis open to large and small business concerns.

The Small Business Size Standard is $25.5 million under the North American Industry Classification System (NAICS) Code 541330, Engineering Services. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria.

Interested firms are advised to ensure System for Award Management (SAM) registration is current at time of offer submission and must remain valid through award. If SAM registration lapses during the solicitation and evaluation period, the firm will no longer be eligible for award. For instructions on registering with SAM, see the SAM website at https://www.sam.gov.

The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime contractor for this contract will be required to perform throughout the contract term.

In accordance with Federal Acquisition Regulation (FAR) 36.209, A-E firms are advised that no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative.

As most work under this contract will be performed in Japan, this contract shall be awarded and executed in accordance with the TREATY OF MUTUAL COOPERATION AND SECURITY BETWEEN JAPAN AND THE UNITED STATES OF AMERICA, regarding facilities and areas and the status of United States Armed Forces in Japan. Only local sources will be considered under this synopsis. Local sources are sources (e.g., corporations or partnerships) authorized (i.e., licensed and registered) to perform the type of work specified in this synopsis in Japan. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and https://www.sam.gov/ must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contract, the prospective offeror must be registered with the Government of Japan to conduct business in Japan and possess the necessary documentation to perform work as required under this synopsis. In accordance with FAR 36.601-4(b) contracts for architect-engineer services may only be awarded to firms permitted by law to practice the professions of architecture or engineering. Provide proof that the firm is authorized by law, to practice the professions of architecture or engineering to perform the scope of services described herein in Japan. Failure to submit the required proof may result in a firm’s elimination from consideration.

Firms who are offering as a Joint Venture (JV) shall include with their submission a copy of the executed JV agreement. Failure to include the JV agreement may result in the firm’s elimination from further evaluation.

Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.

SELECTION CRITERIA:

Firms responding to this synopsis will be evaluated to determine the most highly qualified firm to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. Specific selection criteria (in descending order of importance) include:

1. Firm’s Specialized Experience

2. Key Personnel’s Professional Qualifications

3. Past Performance

4. Capacity

5. Firm Location

6. Volume of Work

CRITERION (1) – FIRM’S SPECIALIZED EXPERIENCE (SF330, Part I, Section F)

Firms will be evaluated on their demonstrated specialized recent and relevant experience and technical competence for services anticipated under this contract. Relevant experience would be the preparation and completion of the following deliverables for projects involving civil and structural engineering work for the following work types -building superstructures, building foundations, seismic analysis and retrofits, earth-retaining structures, waterfront structures (piers, wharves, and dry docks), airfields (aircraft hangars, airfield facilities, and airfield pavements), road pavement design and rehabilitation, site development (grading and earthwork), and utility infrastructure (trenchless and open-cut installations):

1. Plans, specifications, drawings, and calculations for Design-Bid-Build (DBB) projects;

2. Design analyses, cost estimates, studies, and DD Form 1391 development; and

3. Design-Build (DB) Requests for Proposal (RFP) package development

Firms may be considered more favorably by demonstrating the following:

1. Preparation, completion, and delivery of plans and specifications for DBB projects are more favorable than design analyses, cost estimates, studies, and DD1391 development which are more favorable than DB RFP package development.

2. Specialized relevant and recent experience demonstrating specialized experience on a variety of work types will be considered more favorably than multiple projects of the same work type. One project may demonstrate specialized experience in more than one work type.

3. Specialized relevant and recent experience in the provision of the services for the U.S. Navy or the U.S.

Marine Corps as the Design Execution Agent. Firms with fewer than two (2) such projects will be considered less favorably.

4. Specialized relevant and recent experience on projects conducted within Japan.

5. Specialized relevant and recent experience on projects with engineering design for Sustainment, Restoration or Modernization (SRM) project types.

6. Specialized relevant and recent experience as the prime firm or Joint Venture partner may be considered more favorably than specialized relevant and recent experience as a subcontractor on a project. For purposes of this evaluation, an A-E subcontractor to a construction contractor, serving as the Designer-of- Record (DOR) on a DB project will not be considered more favorably.

7. Proposed team members (i.e. prime contractor, subcontractors, Joint Venture (JV) members, Limited Liability Company (LLC) members, and Limited Liability Partners (LLP) partners) with a demonstrated history of working together on prior projects may be considered more favorably than those without such history. At least two proposed team members must have worked together on a prior project to be considered more favorably.

SUBMISSION REQUIREMENTS:

SF330, Part I, Section F. Provide a maximum of seven (7) recent projects (100% completed or substantially completed within the past five (5) years immediately preceding the date of issuance of this notice) that best demonstrate specialized relevant experience of the proposed team in the areas outlined above. If more than seven

(7) projects are submitted for evaluation, the Government will evaluate the first seven (7) projects and disregard any other project information after the first seven (7) projects. Description of each project shall not exceed one (1) double-sided page or two (2) single-sided pages. If more than one (1) double-sided page or two (2) single-sided pages are submitted for a project, the Government will evaluate the first one (1) double-sided page or two (2) single-sided pages and disregard any pages in excess. Any information intended to meet Criterion (1) which is provided outside of SF330, Part I, Section F shall not be considered.

• A project is defined as either a stand-alone contract or a single task order under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government will not consider information provided for an IDIQ contract only.

• Projects for work submitted that are not considered relevant and recent as defined at the beginning of this criterion will not be considered.

• The five (5) year completion timeline applies to design and engineering services and does not include Post Construction Award Services (PCAS) or the actual construction phase of the project.

• All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract. Projects not meeting this requirement will not be considered.

• Projects shall be 100% or substantially completed projects. A substantially completed project is defined as completed design/deliverables that are fully usable for a construction project but the task order itself may not be completed due to other items required by the Government. Projects not 100% completed or substantially complete will be excluded from evaluation consideration. For projects submitted as substantially completed, the firm must clearly identify what design/deliverable was completed.

• If the A-E firm is a proposed Joint Venture (JV), information should be submitted for projects performed by the proposed JV. However, if there are no relevant projects performed by the proposed JV, submit projects performed by the individual partner entities of the proposed JV. Failure to submit experience for all proposed JV partners will be evaluated less favorably.

• Checklists/matrices identifying specialized relevant and recent experience will not be considered. Only information provided in SF330, Part I, Section F, Block 24 will be considered (see below).

SF330, Part I, Section F shall be fully complete to include the following supplemental information:

• Block 21.

o For foreign locations, identify the city or military installation and the country.

• Block 23.c.

o Include a Point of Contact (POC) email address along with the telephone number.

• Block 24.

o Include the date (month, day, year) design and engineering services were 100% completed or substantially completed. Failure to clearly identify the completion date may result in the project being removed from consideration.

o Identify the Design Execution Agent. The Design Execution Agent is defined as the entity that is responsible for design oversight and technical authority of the project.

o Indicate the type(s) of work included in the project (e.g., building superstructures, airfields, utility infrastructure).

o Include the stand-alone contract number or project identification number. If the project was completed as a task order, provide both the task order number and IDIQ contract number.

o Include contract performance period (award and completion date).

o Include contract award amount.

o Include the Estimated Construction Cost (ECC), if applicable.

o Ensure that the description of the project clearly discusses the scope of services to demonstrate specialized relevant experience provided in a project.

o Include a discussion of who executed the project as pertinent to demonstrating the firm’s specialized relevant and recent experience. If a project was performed by a Joint Venture (JV), and not all JV partners are on the team proposed for this contract, the firm shall clearly describe the work performed by the JV partner(s) who are on the proposed team. If the project description does not clearly delineate the work performed by those JV partner(s), the project may be removed from consideration. Likewise, if the proposed JV partner(s) worked as a subcontractor on a project, the firm shall clearly describe the work performed by those JV partner(s) on the project submitted. If a project does not provide the requested data, an accessible point-of-contact, or a valid phone number, that project may be removed from consideration.

o For projects performed as a subcontractor or a JV involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project may be removed from consideration.

• Block 25 o Under Column (1) Firm Name, include both the SAM Unique Entity ID and CAGE Code for each firm.

o Under Column (3) Role, identify the specific discipline and include the specific contractual role such as prime contractor, prime JV partner, or subcontractor for the project.

CRITERION (2) – KEY PERSONNEL’S PROFESSIONAL QUALIFICATIONS (SF330, Part I, Sections E & G)

Firms will be evaluated on professional qualifications, specialized experience, and technical competence of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects as outlined in the SF330, Part 1, Section G. Key personnel are individuals who will have major contract or project management responsibilities and/or will provide subject matter expertise. The following nine (9) specific disciplines must be represented among the key personnel submitted:

1. Project Engineer/Manager

2. Civil Engineer

3. Structural Engineer

4. Architect

5. Fire Protection Engineer (United States Qualified Fire Protection Engineer (QFPE) as defined in UFC 3-

600-01)

6. Mechanical Engineer

7. Electrical Engineer

8. Quality Control Manager

9. Cost Estimator

Firms may be considered more favorably by demonstrating the following:

1. Project Engineer/Manager, Quality Control Manager, and Cost Estimator that possesses a U.S. or Japan professional registration/license in architecture or engineering.

2. Key personnel with specialized experience on a variety of work types will be considered more favorably than multiple personnel with specialized experience on the same work type. One personnel may demonstrate specialized experience in more than one work type. Work types are defined under Criterion 1.

3. Key personnel with experience working on projects where U.S. Navy or U.S. Marine Corps is the Design Execution Agent. Key personnel with fewer than two (2) such projects will be considered less favorably.

4. Key personnel with experience working on projects located in Japan.

5. Key personnel with experience working on engineering design for Sustainment, Restoration or

Modernization (SRM) project types.

6. Key personnel that have participated in a significant number of projects submitted under SF-330, Section F

(Criterion 1). Significant number of projects refers to individual key personnel who are listed on four (4) or more Criterion 1 projects meeting the requirements outlined in Criterion 1.

7. Project Engineer/Manager of the prime firm or Joint Venture partner may be considered more favorably than a Project Engineer/Manager of a subcontractor.

SF330, Part I, Section E. Provide resumes for all proposed key personnel that best demonstrates specialized experience in the work proposed under this contract. Resumes of personnel other than the nine (9) specific disciplines listed at the beginning of this criterion shall not be submitted, and if submitted, shall not be considered in the evaluation. Any information intended to meet Criterion (2) which is provided outside of SF330, Part I, Section E and G shall not be considered.

With the exception of the Project Engineer/Manager, Quality Control Manager, and Cost Estimator, all other key personnel must be professionally registered to practice in their discipline. Key personnel may staff more than one key position provided that such person satisfies any applicable professional registration or licenses required under this synopsis. Firms must provide a copy of the license and issuing organization for such personnel. For Japanese licenses, provide this information in both English and Japanese.

For the purposes of evaluation of proposals, only the following professional registrations are considered acceptable:

1. Licensure as a Facility Engineer (Setsubishi/設備士) with discipline designation

2. Licensure as a Consulting Engineer (Gijutsushi/技術士) with discipline designation

3. Licensure as a First Class Registered Architect (Ikkyu Kenchikushi/一級建築士)

4. Licensure as a Structural Engineer with First Class Architect

5. Licensure as a First Class Civil Engineer

(Ikkyu Doboku Gijutsusha/一級土木技術者)

6. Licensure as a Chief Electrical Engineer

(Denki Shunin Gijutsusha/ 電気主任技術者)

7. Licensure as a Registered Architect (R.A.) issued by any U.S. State, Commonwealth, District of

Columbiaor U.S. Territory

8. Licensure as a Professional Engineer (P.E.) issued by any U.S. State, Commonwealth, District of Columbia or U.S. Territory

9. Licensure as a Structural Engineer (S.E.) issued by any U.S. State, Commonwealth, District of Columbia, or U.S. Territory

10. Licensure as a Fire Protection Engineer issued by any U.S. State, Commonwealth, District of Columbia or

U.S. Territory

Key personnel that are not properly licensed will not be considered. Firms that fail to include properly licensed key personnel, in addition to providing copies of licenses to validate the professional registration, for each of the specific disciplines listed at the beginning of this criterion will be considered to have not met the requirements of this criterion.

Professional licenses that require the individual to work under another licensed professional are not considered acceptable.

Resumes are limited to one per key personnel (i.e., person), but key personnel can satisfy multiple disciplines demonstrated on the resume. The total number of resumes must ensure coverage of all nine (9) disciplines listed in this criterion. This can be achieved by submitting 9 resumes for different key personnel; less than 9 resumes if key personnel will satisfy multiple disciplines; or more than 9 resumes if the firm desires to include multiple key personnel for a specific discipline.

Resumes are limited to one (1) double-sided page or two (2) single-sided pages in total for each key personnel and shall be fully complete to include the following supplemental information:

• Block 13 o Do not use roles/titles such as “Type I Engineer” or “Professional Engineer I”, where the specific discipline is unidentifiable.

• Block 15 o For foreign locations, identify the city and country.

o Include both the SAM Unique Entity ID and CAGE Code of the firm.

• Block 17 o Only provide current/active professional architectural or engineering registration/license information to include the specific state and discipline. Include an annotation if the license/registration does not specifically identify the discipline on the registration/license.

• Block 18 o Leave blank. Do not provide any information under this block.

• Block 19 o Submit a maximum of five (5) projects completed within the past five (5) years immediately preceding the date of issuance of this notice that best demonstrate specialized relevant and recent experience as defined at the beginning under Criterion (1). If more than five (5) projects are submitted for evaluation, the Government will evaluate the first five (5) projects listed and disregard any other project information.

o A project is defined as either a stand-alone contract or a single task order under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government will not consider information provided for an IDIQ contract only.

o The five (5) year completion timeline applies to design and engineering services and does not include Post Construction Award Services (PCAS) or the actual construction project.

o Under Column (2) Year Completed, for Professional Services, provide the date (month, day, year) design and engineering services were completed. This does not include PCAS. If the design and engineering services completion date is not clearly stated, the project may be removed from consideration.

o Under Column (3) Brief Description, identify the Design Execution Agent.

o Under Column (3) Brief Description, indicate the type(s) of work included in the project (e.g., building superstructures, airfields, utility infrastructure).

o Under Column (3) Brief Description, ensure that the specific role/discipline is provided.

o Under Column (3) Brief Description, do not use other company titles such as “Type I Engineer” where the discipline and role are unidentifiable.

SF330, Part I, Section G. Indicate participation of all key personnel in the example projects listed in Section F.

CRITERION (3) – PAST PERFORMANCE (SF330, Part I, Section H)

Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or Contractor Performance Assessment Reporting System (CPARS) for Criterion (1) projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria.

Firms may be considered more favorably based on the following:

o Past performance as either the prime firm or Joint Venture (JV) partner may be considered more favorably than past performance as a subcontractor.

Submit a completed CPARS evaluation for each project under Criterion (1) and only for those projects. Completed Interim CPARS evaluations may be submitted for substantially completed projects or if a Final CPARS evaluation is not available for 100% completed projects. DO NOT SUBMIT AN INTERIM CPARS EVALUATION WHEN A FINAL CPARS EVALATION IS AVAILABLE. If a completed CPARS evaluation is not available, the PPQ included in this notice (Attachment (A)) is provided for the firm or its team members to submit to the client for each project included under Criterion (1). Client is defined as the contracting agent and/or their representative responsible for the contract administration, or the facility owner/user. PPQs shall not be from the prime contractor on a Design-Build project nor shall it be from a prime contractor to a sub-contractor. If work was performed as a subcontractor for a project under Criterion 1, provide a completed PPQ. Performance evaluations for other than the firm will not be considered.

DO NOT SUBMIT A PPQ WHEN A COMPLETED CPARS EVALUATION IS AVAILABLE. IF A CPARS

EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (A)), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Naval Facilities Engineering Command, Far East, Code CON2, Attn: Heather Seibold via at heather.a.seibold.civ@us.navy.mil, prior to the response date. Firms are advised that the Government may utilize previously submitted PPQ information in the past performance evaluation.

SF330, Part I, Section H. Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion (1). Firms may also address any adverse past performance issues.

Information shall not exceed two (2) double-sided pages or four (4) single-sided pages in total.

Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.

NOTE: If a Criterion (1) project was not considered as recent and/or relevant under Criterion (1), then it will not be considered under Criterion (3).

CRITERION (4) – CAPACITY (SF330, Part I, Section D and H)

Firms will be evaluated on the capacity to accomplish the work in the required time and ability to accomplish multiple projects concurrently.

SUBMISSION REQUIREMENTS:

SF330, Part 1, Section D. Provide an organizational chart of the proposed team members (prime, Joint Venture partners, subcontractors) as an attachment.

SF330, Part 1, Section H. Provide a narrative addressing each of the following as separate bullet points or paragraphs to ensure that the Government can clearly determine if responses were provided. This narrative addressing Criterion (4) shall not exceed three (3) double-sided pages or six (6) single-sided pages. Pages exceeding this limit will not be reviewed or considered.

1. Describe the prime or Joint Venture’s (including all Joint Venture partners) ability to complete several large task orders concurrently requiring quick turnaround.

2. Describe the prime or Joint Venture’s (including all Joint Venture partners) current workload as of the date of the issuance of this Synopsis.

3. Describe the prime or Joint Venture’s (including all Joint Venture partners) projected future availability for the specified performance period of this IDIQ contract.

4. For the organization chart provided as an attachment under SF330, Part I, Section D, describe how the proposed team’s (prime, Joint Venture, Joint Venture partners, and subcontractors) organizational construct is the most efficient and effective in the execution of work.

CRITERION (5) – FIRM LOCATION (SF330, Part I, Section C & H)

Firms will be evaluated on the location of their office or offices that will be performing the work under this contract and demonstrated knowledge of the general geographic areas in which projects could be located. Evaluation of firms will include consideration of their location within the general geographic area of the anticipated projects, primarily in Japan.

SUBMISSION REQUIREMENTS:

SF330, Part I, Section H. Provide a narrative addressing each of the following as separate bullet points or paragraphs to ensure that the Government can clearly determine if responses were provided. This narrative addressing Criterion (5) shall not exceed two (2) double-sided pages or four (4) single-sided pages.

1. Describe the proposed team’s (prime, Joint Venture Partner, subcontractor) knowledge of the engineering standard of practice and local market conditions in Japan.

2. Provide a description of staffing and functions for each proposed team identified under SF330, Part I, Section C. Ensure that the office(s) identified in your narrative matches the information provided under SF330, Part I, Section C.

CRITERION (6) – VOLUME OF WORK

[Numbers will be pulled by the contract specialist for the JV and for each JV partner in the case of a joint venture.]

Firms will be evaluated in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 236.602-1, from data extracted from the Federal Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DoD within the past twelve months with the objective of effecting an equitable distribution of contracts among qualified A-E firms that have not had prior DoD A-E contracts.

Firms do not submit data for this factor.

GENERAL SF-330 SUBMISSION REQUIREMENTS:

Architect-Engineer firms seeking consideration for this contract must submit a completed SF-330. If an SF-254/SF- 255 is submitted, it will not be reviewed or considered. The SF-330 shall be typed in 11-point Times New Roman or larger. SF-330 Part I pages shall be numbered sequentially. The organizational chart may be one page single-sided 11 by 17 foldout, using 11-point font or larger (font limitations do not apply to graphics, captions or tables).

While there is no overall page limit for the SF-330, firms should adhere to the page limitations noted for each criterions, as applicable. Any information intended to satisfy a specific Criterion must be included in the designated Section. Information submitted outside of that Section will not be considered. Furthermore, the Government will not consider information that was not specifically requested for in this Synopsis.

**In accordance with the FAR 36.601-4(b) contracts for architect-engineer services may only be awarded to firms permitted by law to practice the professions of architecture or engineering. Firms must submit proof that they are permitted by law as required by FAR 36.601-4(b). If a firm is in a jurisdiction that requires AE firm registration, the firm must provide proof of registration. If a firm is in a jurisdiction that does not require AE firm registration, the firm must provide proof eligibility to practice (e.g., a summary explaining eligibility under the laws of that jurisdiction). Failure to submit the required proof with the SF-330 could result in a firm’s elimination from consideration.

**Firms who are offering as a joint venture should include with their submission a copy of the joint venture agreement. Failure to include the joint venture agreement with the SF-330 may result in the firm’s elimination from further evaluation.

Architect-Engineer firms that meet the requirements described in this announcement are invited to submit their SF- 330 electronically through the Department of Defense (DoD) Solicitation Module in the Procurement Integrated Enterprise Environment (PIEE) website or hard copy (hand-delivered or mailed on a CD-ROM) so that they are received by the date and time specified at the end of this synopsis. If electronic submission to the Solicitation Module in PIEE is not possible due to technical issues with the website (i.e. solicitation could not be located), the SF-330 may be submitted through DoD Secure Access File Exchange (SAFE). The Government will not accept SF- 330s submitted through email or facsimile.

SF-330 Submission using Solicitation Module in PIEE

In order to submit the SF-330 through the Solicitation Module in PIEE, you must have an active Proposal Manager role in PIEE at https://piee.eb.mil/.

To upload the SF-330 in Solicitation Module in PIEE:

1. Ensure you have an active role as with the Proposal Manager in PIEE.

2. Log into PIEE at https://piee.eb.mil/ to access the Solicitation Module or go directly to the Solicitation Module at the following link: https://piee.eb.mil/sol/xhtml/unauth/index.xhtml.

3. Select Solicitation icon.

4. At the Home screen of the Solicitation Module, select the Search link to find the solicitation you intend to post the SF-330 against.

5. In the Solicitation Search Criteria filter by entering the complete solicitation number and for Status, select Open, then click Search.

6. When search results display, select the solicitation number link to open the solicitation.

7. The solicitation displays, with information as view only.

8. To post the SF-330, click the Offer tab.

9. Click the Add button to add the SF-330 to the solicitation.

10. Select the applicable CAGE Code for which you are submitting the SF-330. The list is pre-filtered based on the CAGEs in the Proposal Manager’s profile.

11. Click on the Choose Files link to upload attachments that comprise your SF-330.

12. Enter Signature Date and click Signature button after entering all necessary information.

13. Sign Document pop-up will be displayed requiring the user to enter a Digital Pin and OTP. Click the Sign and Submit button to continue.

14. After successfully adding the SF-330, a success message of the submission will be displayed providing confirmation of on-time/late proposal receipt.

It is the Architect-Engineer firm’s responsibility to submit files in the format specified consistent with requirements stated elsewhere in this synopsis. Architect-Engineer firms should mark all electronic files with the solicitation number and should keep the file name as short as possible (i.e., under 40 characters) so that the files are accessible on Government share drives. Files with longer names may become corrupt or inaccessible. It is the responsibility of the Architect-Engineer firms to ensure that there are no missing content and that the Government can open files successfully.

It is the Architect-Engineer firm’s responsibility, when transmitting its SF-330 electronically, to ensure timely receipt by the Government. Architect-Engineer firms shall allow adequate time to upload files, which may be slower for non-DoD users, and to avoid other technical difficulties that may be encountered. An Architect-Engineer firm risks the late receipt and rejection of an SF-330 where it delays transmitting its SF-330 until the last few minutes before the date and time specified at the end of this synopsis. It is the responsibility of the Architect- Engineer firm to confirm receipt of the SF-330 by the Government. SF-330s that are received after the date and time specified at the end of this synopsis shall be treated as late responses and will be handled in accordance with

FAR 52.215-1.

SF-330 Submission Hand-Delivered or Mailed

Hand-delivered or mailed SF-330s shall arrive, and be accepted, at Naval Base Yokosuka, Building 1828, prior to the date and time specified at the end of this synopsis. Use of Japan Postal Service is not recommended.

Architect-Engineer firms who do not have gate access for Naval Base Yokosuka may send their SF-330 via mail, base authorized courier, or base authorized contractor representative, to be delivered by the date and time specified at the end of this synopsis. It is the Architect-Engineer firm’s responsibility to ensure timely receipt by the Government.

SF-330 Submission using DoD SAFE

This method may only be permitted if electronic submission to PIEE is not possible due to technical issues.

1. Submit an email request to the Contract Specialist requesting a link to upload the SF-330 through DoD SAFE at least 7 calendar days prior to the synopsis deadline. Provide the email address or addresses of where the link should be sent to.

2. Follow the instructions on the DoD SAFE system-generated email to upload your electronic SF-330. It is the Architect-Engineer firms’ responsibility to ensure that the Government receives the SF-330 by the date and time specified at the end of this synopsis. As a result, it is highly recommended that Architect- Engineer firms submit the email request at least two (2) business days prior to ensure that the Government receives the email request, that the DoD SAFE system-generated email is sent to the Architect-Engineer firm, that the Architect-Engineer firm has sufficient time to upload files to DoD SAFE, and to allow the Government to confirm receipt.
