About this file
This document is an Invitation to Bid (ITB) issued by the Santa Rosa County Board of County Commissioners for the Administration Center Roof Restoration Project. The project involves restoring approximately 81,600 square feet of polyvinyl chloride (PVC) roofing membrane at the Administrative Center in Milton, FL. The existing single-ply fully adhered Sarnafil PVC roof with a coated flashing perimeter was substantially completed on 12/14/1998. The goal is to create a durable PVC membrane roof system that provides long-term protection, promotes drainage, and eliminates low water retention areas. The project will use the American Weatherstar URE-A-SIL Roof Restoration System, with electronic bid responses due by 10:00 am on Friday, April 26, 2024, through the County's e-Procurement Portal.
The bid requires comprehensive documentation, including a 5% bid guarantee, certificates of insurance, proof of business authority, and various certifications. Bidders must comply with specific application guidelines, including surface preparation, coating application rates, and warranty requirements. The project offers a lump sum pricing structure and requires contractors to be experienced and approved by American WeatherStar. Insurance requirements are extensive, including commercial general liability, workers' compensation, and business auto liability. The county encourages participation from all segments of the business community, including small, minority/women-owned, and disadvantaged business enterprises, and reserves the right to waive irregularities or reject bids as deemed in the county's best interest.
