About this file
This is Addendum #2 to RFP #10022025 issued by Randolph Community College for a Fire Alarm Panel Upgrade project. The addendum addresses clarifications regarding the Student Services Center fire alarm infrastructure and campus network communications. The project involves upgrading an EST3 Fire Alarm Control Panel (FACP) to an EST4 panel located in Switchboard Room #259. The Pyrotronics System 3 panel in Mechanical Room #281, which covers the southern portion of the building and the Bookstore with a dividing line from SGA Room 269 east through the Lobby to Room 271, will remain in place for future replacement. The Café fire suppression system connects directly to the EST3 panel, with an exception noted for this configuration.
Regarding campus network communications, the college clarified that all FACPs must maintain the ability to call for emergency services during weekends and holidays. For any FACP not networked to dial out during these periods, bidders must provide a cell phone dialer as an interim solution until full network connection to the main FACP is established. The college emphasized that the project's intention is to ensure each building maintains independent emergency communication capability. The addendum notes compatibility concerns between EST3 and EST4 panels on the same network, requiring bidders to account for potential communication limitations if not all networked EST3 panels are replaced simultaneously during this project.

Addendum #2
RFP# 10022025
Randolph Community College
Fire Alarm Panel Upgrade
RFP Section - ?, Pages #17 & 44, Student Services Center Clarification
Is every fire alarm field device shown on the provided drawings for the Student Services Center connected back to the "Pyrotronics System 3 FACP" indicated on page 17 & 44?
RCC response: No, The Pyrotronics System 3 covers the Southern portion of the building and the Bookstore. The dividing line is from SGA room 269 and going east through the Lobby to room 271. There is one exception, the Café fire suppression system is connected directly to the EST 3 panel in room 259.
I remember from the walk through on 10-21-25 that the "Pyrotronics System 3" panel was located in Mechanical Room #281 which is not indicated on the drawings. The FACP that is shown on page 44 in Switchboard room #259 is actually an EST3 panel.
My confusion is does the EST3 FACP get upgraded to an EST4 and does the "Pyrotronics System 3 get removed in its entirety? I remember it was said that the Pyrotronics panel was connected to the EST3 through a copper underground connection?
Respectfully, RCC response: The EST3 FACP does get upgraded to a EST4 panel. The Pyrotronics panel in room #281 will remain in place and will be scheduled to be replaced in the future.
RFP Section 5.0 Scope of Work - Page 17 - Campus Network Communications
Please clarify the campus Fire Alarm network communications. If the intention is to maintain the current Fire Alarm Network communication, I just want to make sure we are not creating a potential problem. EST3 & 4 panels will not communicate with each other on the same network. If this project replaces all of the EST3 panels that are networked together than we are OK but if it does not, then we would have an issue. I am not personally familiar with the campus so just want to be sure. Respectfully, RCC response: If a FACP will not be networked to dial out for emergency services through weekend or holidays please provide a cell phone dialer until the panels can be network connected back to the main FACP. The intention is to have each building the ability to call for emergency services in the case of a fire alarm.
