About this file

This document is an Addendum for Invitation to Bid No. RFB-168-23 issued by the Commonwealth of Kentucky Department for Facilities and Support Services Division of Engineering and Contract Administration. The project involves the replacement of the Access Control System at the Glasgow State Nursing Facility operated by the Cabinet for Health & Family Services in Glasgow, Kentucky. The addendum provides clarification on the desired operational outcome for the Unified Video and Access Control System, including the ability to view door activity, video camera footage, and access control activity from a single platform. It also addresses contractor questions regarding the number of required client workstations, the need for plenum cable, requirements for photo ID and printer, and COVID-19 testing protocols for onsite work.

The addendum does not provide any information on pricing terms, set asides, incumbents, funding requirements, or other salient financial details. The focus is on the technical requirements and operational expectations for the access control and video management system integration.

ADDENDUM

Project: CHFS - GSNF – Replace Access Control System

Addendum No.: 002

Glasgow,Ky Date: January 16, 2023

Owner: Commonwealth of Kentucky Project Number: 2206-238

Contract for: All Discipline

The original specifications and drawings dated 11/26/2022 for the project noted above are amended as noted in this Addendum Number 002. Receipt of this addendum and any subsequent addenda must be acknowledged on the final bid documents. This addendum consists of Two item(s) and attachment(s).

1. Operational intent:

The desired operational outcome for the Unified Video and Access Control System includes the ability for Door Activity with limited control and Video Camera viewing to be present when logged into the Video System Platform. The end user must be able to log into the Video System and interact with both the Video Cameras and the Access Control system as one system. The customer expectation is to log into the Camera Application, view real time and recorded video of multiple cameras, while also viewing Access Control activity on the same screen.

An example expectation is to view multiple cameras on a computer screen, and view user credentials and status of the person wishing access to the building, without the user needing to switch screens or application on their computer. Another expectation is the ability to receive alerts while logged into the Video System of pre-defined events occurring in either the Video System or the Access Control system. In addition, the user must be able to search all recorded past events, from either system, while logged into the Video System.

2. Contractor questions:

• What is the number of client workstations required for the access control and VMS. – Spec 28100 requires a minimum of 3 concurrent licenses, 282300 requires 4 concurrent licenses.

• Is plenum Cable required. - Plenum cables are required in plenum spaces. It is believed the patient care area is not Plenum return.
