About this file
This is an Additional Terms and Conditions document for a Janitorial Services contract solicitation issued by the Alabama Department of Rehabilitation Services for its Anniston office location. The solicitation requires suppliers to submit bids through the Alabama Buys supplier portal and mandates attendance at a Pre-Bid Conference/Site Visit scheduled for Friday, July 17, 2026, at 10:30 am at 1910 Coleman Road, Anniston, AL 36207; bids will not be accepted from suppliers who do not attend this mandatory meeting. Questions regarding the solicitation must be submitted through the Alabama Buys portal Discussions tab by Friday, July 24, 2026. Award will be made on an "all or none" basis to the lowest responsible bidder meeting all specifications, with consideration given to negative past performance within the three years preceding the solicitation. The resulting contract will have an initial 12-month term with options to extend for up to four additional 12-month terms, each with the same minimum discounts and terms and conditions; successive extensions require written approval from both the State and the supplier no later than 30 days prior to expiration of the current term.
Suppliers must provide three references equal to or greater in square footage than the contract scope, including company name, address, telephone number, contact person name, and service dates. Sub-contracting is not permitted. Suppliers are required to carry a minimum of $100,000 liability insurance with $50,000 per occurrence, with proof submitted as an insurance certificate or letter of intent at bid submission or the bid will be rejected; the State of Alabama must be listed as the certificate holder. Suppliers with five or more employees must provide a Worker's Compensation Certificate upon notice of award. Price escalations may be considered only if material or labor costs increase through no fault of the supplier and are supported by manufacturer or supplier documentation; any increases cannot exceed the Consumer Price Index for the same period and require written approval from both parties, while price de-escalations must be passed to the State immediately. Awarded suppliers must complete E-Verify documentation, submit a Vendor Disclosure Statement, and maintain full registration and active status in Alabama Buys throughout the contract period.
