About this file

This document contains additional terms and conditions for an Invitation to Bid (ITB) issued by the State of Alabama for window replacement services at the Gadsden General Services Building. The project involves replacing rotten windows at 176 Ira Gray Drive, Gadsden, AL 35904, with a mandatory site visit scheduled for August 4, 2026, at 10:30 AM. Questions regarding the ITB solicitation must be submitted by August 4, 2026, at 5:00 PM Central Time through the Discussion tab of the Alabamabuys supplier portal. Bids will be submitted through the Alabamabuys portal with award going to the lowest responsible bidder meeting all specifications on an "all or none" basis.

Suppliers must submit with their bids proof of licensure through the Alabama State Board of Licensing for General Contractors, liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate, workers' compensation insurance of at least $1,000,000, and automobile liability insurance of at least $1,000,000. All required insurance must remain in effect throughout the project. The awarded supplier must submit E-Verify documentation and a State of Alabama Vendor Disclosure Statement. Any requests to assign, sublet, subcontract, or transfer the resulting contract require written approval from the Chief Procurement Officer. The State of Alabama pays thirty days in arrears following invoice receipt. Any additional information requested by the procurement office must be provided within five days, with failure to do so potentially rendering the bid non-responsive and ineligible for award.
