About this file
This file is a supplemental questions document for the VA Privacy Act Request Fulfillment (PARF) Services Request for Information (RFI), issued as pre-solicitation market research by the Department of Veterans Affairs Veterans Benefits Administration (VBA). The RFI seeks vendors capable of providing managed services to automate and streamline the fulfillment of Privacy Act and Freedom of Information Act (FOIA) records requests. The required service capabilities include automation technology, artificial intelligence integration, human review processes, secure integration with VA systems, quality control mechanisms, electronic delivery of records, scalable processing capacity, and continuous modernization to enhance timeliness, quality, and cost-effectiveness of request fulfillment operations.
Prospective vendors must submit responses that include company and point of contact information, GSA contract number(s) if applicable, Unique Entity Identifier (UEI), business size classification (small business or other than small business), relevant socioeconomic status designations (such as SDVOSB, VOSB, WOSB, or 8a certification status), and responses to the attached technical questions. The RFI has been distributed through multiple sources including SAM.gov and GSA's Market Research as a Service platform; interested vendors need only respond once. This file contains additional technical questions that vendors must address as part of their response to the RFI, though the specific questions are not detailed in the provided excerpt.

Notional PWS / Performance Framework- Based on the Government's SOO and Technical Reference Information, Please provide a notional performance-based work statement, PWS framework, or equivalent description showing how the respondent recommends translating the Government's objectives into executable managed-service requirements. At a minimum, identify the major performance areas or tasks, contractor responsibilities, Government responsibilities and dependencies, and expected outcomes/deliverables.
Recommended Contract / CLIN / Pricing Structure Recommend a contract, CLIN, and pricing structure that supports scalable Privacy Act Request Fulfillment (PARF) production, workload variability, transaction complexity, automation, surge capacity, modernization, transition, optional capabilities, and fair and reasonable pricing while minimizing the need for contract modifications during the period of performance.
Provide up to three, but no fewer than two, examples of contracts or engagements performed within the past three years that demonstrate the respondent's capability to perform work similar in size, scope, complexity, security/privacy sensitivity, transaction volume, and operational criticality to the contemplated PARF requirement. At least one example should demonstrate end-to-end responsibility for a managed service of comparable scale and complexity.
For each example, identify whether the customer was Federal, State/local government, or commercial and describe the relevance to PARF, including transaction volumes, processing complexity, automation, human review, systems integration, security/privacy environment, service levels, transition responsibilities, and respondent's role as prime or subcontractor.
Do you provide this service and/or product commercially? (optional)
