About this file
This document contains addenda to Federal Acquisition Regulation (FAR) clauses 52.212-1 and 52.212-2 for a commercial items solicitation issued by the U.S. Air Force, 316 Contracting Squadron (316 CONS). The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) source selection methodology, with award anticipated for a single firm-fixed price contract. Offerors must submit complete proposals consisting of two parts: Part I – Technical Capability (limited to three pages) and Part II – Price. Technical proposals will be evaluated on an acceptable/unacceptable basis; to receive an "Acceptable" rating, offerors must provide clear and convincing evidence of meeting all minimum requirements from the Performance Work Statement within the 90-day period of performance. Offers must be submitted electronically by 12:00 PM EDT on September 21, 2026, to Contracting Specialist Jacky Lauters (jacky.lauters@us.af.mil) and Contracting Officer Gokul Rayamajhi (gokul.rayamajhi.1@us.af.mil). A mandatory site visit occurs on September 8, 2026, with requests for information (RFIs) due by September 11, 2026. Offerors must complete specified blocks of the SF1442 form and quote unit prices for all Contract Line Item Numbers (CLINs); failure to provide pricing for all items or entries indicating no-charge service may result in rejection as nonconforming.
Price evaluation will be based on Total Evaluated Price (TEP) calculated by multiplying proposed unit prices by identified quantities across all periods. The Government reserves the right to reject unrealistic offers, conduct price analysis using comparative and historical data, and award to the responsible offeror with the lowest evaluated price among technically acceptable proposals, or award no contract at all. Offeror prices must be held firm for 90 calendar days from the offer receipt date. Proposals will be evaluated and award made without discussions unless the Contracting Officer determines discussions necessary. A written notice of award will result in a binding contract without further action by either party.

RFO 52.212-2 EVALUATION--COMMERCIAL ITEMS (NOV 2021)
ADDENDUM TO 52.212-2(a)
I. BASIS FOR CONTRACT AWARD
This is a competitive acquisition that will be evaluated using the Lowest Price Technically Acceptable (LPTA) source selection process. To be eligible for award, an offeror's proposal must first be rated 'Acceptable' under the Technical factor. Award will then be made to the responsible offeror with the lowest total evaluated price among all technically acceptable proposals.
A. Single Award. The Government intends to award one (1) firm-fixed price contract for the acquisition of items listed above using Contract Line Item Numbers (CLINs). All interested parties must quote on all item(s). Any offeror that fails to cite a price for each item or fails to make an entry that indicates service will be provided at no charge may be rejected as nonconforming to this solicitation. The Government intends to select one (1) offeror; however, the Government reserves the right to award no contract at all.
B. Fixed Priced Evaluation. Only firm-fixed price offer will be evaluated. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.
C. Award Without Discussions. Quotes are intended to be evaluated, and award made, without discussions with the offerors (other than minor clarifications), unless discussions are determined to be necessary. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary and in the Government's best interest. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government reserves the right to make award based on initial offers received, without discussions of such offers. Therefore, the offeror’s initial proposal should reflect their best effort.
D. Rejection of Unrealistic Offers. The Government may reject any proposal that is assessed to be unrealistic in terms of contract requirements, including contract terms and conditions, or is unrealistically high or low in cost, such that the quote is deemed to reflect a lack of competence or a failure to comprehend the scope of the requirement. Quotes that are unrealistic in terms of price may be rejected at any time during the evaluation process.
II. EVALUATIONS
FACTOR 1: Technical Evaluation
A. Evaluation Methodology: The Government will evaluate technical proposals on a pass/fail basis. The technical proposal must meet all requirements from the PWS receive an "Acceptable" rating. Proposals that merely re-state the PWS without providing clear and convincing evidence demonstrating how the offeror's approach meets these requirements will be rated "Unacceptable" and will be ineligible for award.
FACTOR 2: Price Evaluation
A. The Total Evaluated Price (TEP) of all technically acceptable offers will be evaluated. An offeror's TEP will be determined by multiplying the quantities identified by the proposed unit prices for each CLIN to confirm the extended amount for each across all periods (base and option years). The offeror's price shall be fair and reasonable.
B. Offerors are specifically advised that under this evaluation method, the Government may determine an offeror ineligible for award if the prices are not fair and reasonable and/or are incomplete. Prices are unbalanced if they are significantly overstated or understated in relation to the actual cost of the work.
An offer may be removed from competition either on the basis that the offeror does not understand the requirement or has made an unrealistic offer. Price Analysis to determine a fair and reasonable price may include the following techniques:
• Comparison of proposed prices received in response to the solicitation.
• Comparison to historical price information.
• Comparison to same or similar items.
• Comparison with competitive published price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements.
• Comparison of proposed prices with Independent Government Estimates (IGE).
C. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
D. E-mail offers deadline: Submit no later than 12:00 PM EDT on 21 September 2026.
