About this file

This is Addendum No. 1 to a Request for Quotation (ARFQ-ADJ26*02) issued by the West Virginia Army National Guard Joint Forces Headquarters for herbicide application services at Camp Dawson, West Virginia. The solicitation addresses an Integrated Supplemental Environmental Plan (ISEP) for 2026 and involves vegetation management through herbicide treatment. The bid opening date is February 25, 2026, at 12:30 PM EST. The addendum clarifies specifications for treatment methods, herbicide products, and operational constraints. Prospective bidders are required to acknowledge receipt of all addenda by completing and submitting an Addendum Acknowledgment Form with their bids, with failure to do so potentially resulting in bid disqualification.

The addendum provides critical responses to five vendor questions that modify service specifications and clarify requirements. Cut and paint treatment may be substituted for basal bark treatment only on trees three inches or smaller in diameter at breast height (DBH), while larger trees must use basal bark treatment per the Endangered Species Management Plan. Herbicides must be provided by the West Virginia Army National Guard and must be listed in the State Approved Pesticide List within the WVARNG Integrated Pest Management Plan; Vaslan is not an acceptable substitute for Garlon 3a. GIS data may be available post-award, though maps in the ISEP provide sufficient information for bidding purposes. Previous bids on related solicitation ARFQ-ADJ2500000013 ranged from $19,500.00 to $69,850.00, with Appalachian Tree Care LLC submitting the lowest bid at $19,500.00. Drones are prohibited across all Camp Dawson properties for any treatment applications.

PART 1-INFORMATION FOR BIDDERS

Bid opening date remains February 25, 2026 @ 12:30 pm EST

PART 2 - BIDDERS' QUESTIONS AND RESPONSES

Question No. 1: Can cut and paint treatment be used instead basal bark?

Response No. 1: Cut and paint treatment may be used on trees 3"DBH and smaller in place of basal bark treatment. Tress larger than 3"DBH must use basal bark treatment in accordance with our Endangered Species Management Plan.

Question No. 2: Can Vaslan be used instead of Garlon 3a?

Response No. 2: No. Herbicides will be provided to the contractor by the WVARNG and must be listed in the State Approved Pesticide List located within the WVARNG Integrated Pest Management Plan.

Question No. 3: Is there any available GIS data?

Response No. 3: GIS data may be made available, if applicable, after the bid is awarded. The maps provided in the ISEP are sufficient to provide aerial and topographical information for bidding purposes.

Question No. 4: Can we get the bid tab and pricing data to ADJ2500000013?

Response No. 4: Yes, however, we do not issue "Bid Tabs" like state Purchasing Division does. The bids received last year on ARFQ-ADJ2500000013 were as follows: Appalachian Tree Care LLC., $19,500.00, AIIStar Ecology, LLC., $21 ,390.00, SHAW Solutions, LLC., $21 ,500.00, and Opterra Solutions, Inc., $69,850.00

Question No. 5: Can we use a NOAA-compliant spray drone to treat areas where aerial drone spraying would appropriate?

Response No. 5: No. Drones are prohibited across all of Camp Dawson properties.
