About this file

This document is an Addendum No. 2 to an Invitation for Bid (IFB) No. R6045880 issued by the Maryland Aviation Administration (MAA) for a Custom Airfield Driving Simulator. The IFB has been amended to change the bid submittal and bid opening dates to February 14, 2024. The simulator must provide a virtual environment of the Baltimore Washington Thurgood Marshall Airport, including all runways, taxiways, ramps, service roads, Airfield Tower, and other movement and non-movement areas. The simulator must include virtual models and physical modular driving positions that are easily selectable and interchangeable for different vehicle types such as the Oshkosh H Series, ARFF, and pickup trucks. The simulator must fit within a room that is approximately 20 feet long and 15 feet wide, with space around the simulator to allow access into the room.

The IFB requires a 5-year warranty and support period that includes all necessary parts, travel, labor, and on-site customer service. The contract opportunity is specific to the state of Maryland, with the jurisdictions of Anne Arundel County and Baltimore City involved. Bidders must acknowledge receipt of this Addendum, and the failure to do so may deem the bid non-responsive.

RESPONSES TO BIDDER QUESTIONS FROM ADDENDUM NO 1

Q1. Must the 5-year warranty and support period include all necessary parts, travel, labor and on-site customer service (not just phone/email support)?

R1. Yes.

Q2: Just to clarify, does MDOT require that the simulator include both virtual models and physical modular driving positions that are easily selectable and interchangeable for the H2, ARFF, and pickup truck?

R2: Yes, the virtual field and physical seating match the type of vehicle you’re simulating.

Q3: Since you require an Oshkosh H Series for the drivable virtual model, are we to assume that MDOT requires the OEM parts to be from the Oshkosh H Series for consistency?

R3: No, it does not have to be from the same series, however, it must give the appearance of that product.

Reference: Addendum 1, R1a: Within 10%-20% smaller or larger, there are space constraints to consider.

Q4: What are the space constraints and/or room size the simulator must fit into R4: The room size is approximately 20 feet long and 15 feet wide. There is other equipment in the room, so there needs to be space around the simulator to allow access into the room.
