About this file

This document is an Addendum to Invitation for Bid (IFB) No. R6045880 for a Custom Airfield Driving Simulator, issued by the Maryland Aviation Administration (MAA). The IFB seeks the purchase of a dynamic virtual simulation environment for airfield familiarization, covering all runways, taxiways, ramps, service roads, Airfield Tower, and other movement and non-movement areas of the Baltimore Washington Thurgood Marshall Airport. Key changes include extending the deadline for questions to January 30, 2024 and the bid submittal due date to February 14, 2023. The simulator must include three 55-inch high definition 4K flat screen displays with a 225-degree field-of-view, an instructor desk with two 21-inch monitors, and the ability to simulate various weather, visibility, and traction conditions. The simulator must replicate a standard pickup truck, Oshkosh H Series (Plow, Blower and Broom) and an ARFF response crash truck. The goal is to have the unit supported for the original warranty term, with subsequent years totaling 5 years of service and support.

The contract will be awarded to a single vendor. Pricing terms, set asides, and funding sources are not provided in the addendum. The simulator must be delivered as close as reasonable to the end of the fiscal year, June 30, 2024, with a delivery timeframe of 120 days after receipt of order being acceptable.

RESPONSES TO BIDDER QUESTIONS

Reference: Section C–Technical Provisions, Simulator: Three (3) 55-inch High definition 4K flatscreen displays with 225-degree field-of-view.

Q1a. Will MDOT accept displays larger than 55”in size?

R1a. Within 10%-20% smaller or larger, there are space constraints to consider.

mailto:Fmorgan2@bwiairport.com

Q1b: Does the 225 degrees FOV include rear-view FOV also?

R1b: No, the system should simulate exterior rearview side mirrors, and/or O.E.M. dash rearview camera display simulation.

Q1c: If not, how will MDOT measure the system to verify it meets the 225 digress FOV?

R1c: We are relying on the manufacturer’s stated technical specifications.

Reference: Section C–Technical Provisions, Instructor Desk with Desk Top Computer with two (2)

21-inch flat screen monitors: Lower Window views of terrain, runaway and roadway.

Q2. Is it sufficient that the drawers of the desk be lockable?

R2: Yes.

Reference: Section C–Technical Provisions, Instructor Desk with Desk Top Computer with two (2)

21-inch flat screen monitors: Lower Window views of terrain, runaway and roadway.

Q3: Where is the lower window to be located?

R3: Runway snow equipment and ARFF vehicles are equipped with lower windows at driver’s lower legs through left and right entry doors, simulator duplicates the feature.

Reference: Section C–Technical Provisions, Instructor Desk with Desk Top Computer with two

(2)21-inch flat screen monitors: Situation Display.

Q4: What view does this display; the student’s view? Is this a repeated view?

R4: Instructor station can mirror student’s view, simulate a “drone” overhead view, develop custom scenarios and has the ability to change weather, visibility and traction conditions on the fly.

Reference: Section C–Technical Provisions, Simulator: Enclosure that provides at least partial cover for monitors, that is not permanently fixed and a solid floor that will accommodate optional motion system to move entire simulator in the room that it is stationed in.

Q5: Would MDOT MAA consider an optional motion system that moves the vehicle cabin, but not the screens?

R5: No. These units have caused motion nausea with students in the past.

Q6: Do you have any delivery time requirements?

R6: Needs to be delivered as close as reasonable to the end of our fiscal year, 06/30/2024.

Regarding the scope of the project:

Q7: How many vehicles do you want to simulate in the simulator?

R7: A standard pick-up truck configuration, Oshkosh H Series (Plow, Blower and broom) and an ARFF response crash truck

Q8: The drivers will interact with planes. How many different types of planes do you want to simulate?

R8: The focus of the simulator is terrain, conditions and airfield location through signage and landscape.

Interactions with FAA tower in relation to aircraft are verbal in nature, following instructions to “hold short” for example. The instructor station will deliver tower instruction as it relates to aircraft and monitor student conformance. Simulation of aircraft can be provided but is not required.

Q9a: Do all the runways of the airport have 2 directions of operation?

R9a: Yes.

Q9b: I mean, do the planes land and take off always in the same direction?

R9b: No.

Q9c: If yes do you need to have that option?

R9c: See response to question 8.

Q10: Do you need all the areas of the airport to be drivable? If yes, do you have an estimated number of miles of roads?

R10: The simulator must duplicate the BWI Thurgood Marshall airfield layout, runways, taxiways, aprons, de-ice pads, etc., and have the ability to alter as changes occur to the actual airfield. There will be no duplication of the areas from the vehicle service road inward to the terminal.

Q11: Do you need all the stands to be functional in the simulation environment?

R11: Please define “stands”

Q12: Other than the snow removal driving position included with the simulator system, does MDOT require any additional modular driving positions such as an Airport Aircraft Rescue & Firefighting (AARF) or car/pickup truck?

R12: Yes, see response to question 7.

Q13: Does MDOT require a total of 5 years (1st year plus 4 additional years) warranty and maintenance to include on-site support, parts, labor and travel expenses?

R13: The goal is for the unit to be supported for the original warranty term, whatever that may be, and subsequent years totaling 5 years of service and support. Bids should include any charges the vendor may need to charge during the warranty period and past the warranty expiration date, up to five total years.

Q14: Is a delivery date of 120 days ARO acceptable to MDOT for the simulator?

R14: Yes.
