About this file

This document is Addendum No. 2 for Request for Bid No. WB2025 issued by the City of West Bend, Wisconsin, addressing a transit service contract. The addendum provides clarifying responses to 13 vendor questions covering insurance requirements, leased vehicles, maintenance, service area, fare collection, dispatch and technology, personnel, licensing, and drug and alcohol testing. The bid is due on 8/15/2025 at 2:00 PM, and the document requires that this signed addendum be submitted with the proposal to be considered responsive.

Key details include minimum insurance requirements of $500,000/$250,000/$250,000 or $1,000,000 CSL, with vendors allowed to exceed these minimums. The contract involves leased vehicles with all lifts in working order, and the agency's goal is to replace at least one vehicle annually. Fare collection is cash or check only, with no mobile payments accepted. All drivers must be direct employees of the awarded vendor, and a taxicab license from the Clerk's office is required. The service area extends 2 miles outside city limits, and the city does not provide dispatch software, requiring vendors to propose their own solution. Potential vendors should reference section 7.13 and Appendix K for drug and alcohol testing requirements.

2. Are there specific coverage requirements for the physical damage insurance on the leased vehicles (e.g., deductible limits, specific per-vehicle valuation methodology)? The awarded vendor shall carry physical damage insurance on the leased vehicles for an amount equal to the fair market value of the vehicles. There are no other requirements, such as deductible limit.

Fare Collection

9. Are there any non-cash payment methods (e.g., vouchers, tickets, mobile payments) currently accepted, and if so, what reconciliation process is expected? Mobile payments are not accepted. Cash or check to purchase fare ticket or 10-ride coupon card. Revenue is recorded day/month of sale.

Dispatch & Technology

10. Is the contractor allowed to propose their own dispatch software, or is there a preferred/required platform?
