About this file
This Addendum #1 clarifies local office requirements for the Town of Orange Park's professional engineering services procurement (RFQ-PW-03-2026) related to FDEP State Revolving Fund supplemental appropriations for Collection System Resiliency and Hardening Upgrades. The amendment addresses a prospective bidder question regarding whether an office within five miles of Orange Park is mandatory or if a Clay County location would satisfy the requirement. The Town clarified that while a local office within five miles is not strictly required, proposing firms must demonstrate in their proposals that they can achieve adequate response times to meet operational and service requirements critical to the water and wastewater treatment systems, including plant and system alarms, chemical analysis and dosing, operational emergencies, and potential spill events. This clarification allows greater flexibility for qualified firms while maintaining the Town's priority for timely response capabilities essential to system operations.
The addendum was issued on May 11, 2026, in response to written questions submitted by the stated deadline of May 27, 2026, at 5:00 PM. This modification to the evaluation criteria does not alter the original procurement timeline, with sealed proposals due June 11, 2026, at 2:00 PM and an anticipated award date of July 7, 2026. The contract term remains thirty-six months with options for two additional twenty-four-month renewal terms by mutual agreement and funding availability. Firms should structure pricing as fully burdened hourly rates for key individuals or principals, a fully burdened monthly rate, or as specified in individual work orders, with reimbursable expenses identified separately.

RFQ-PW-03-2026 ADDENDUM #1
Date of Addendum May 11, 2026
Subject: Response to Prospective Bidder Question
Question: On page 5, the RFQ states that the Town seeks to engage a firm with a local office within 5 miles of the Town of Orange Park. Is an office within 5 miles required, or does having an office in Clay County meet the requirement?
Answer: A proposing firm is not required to maintain an office within five miles of the Town.
An office located within Clay County would be acceptable. However, timely response capabilities are critical for certain operational needs associated with the water and wastewater treatment systems, including plant and system alarms, chemical analysis and dosing, operational emergencies, and potential spill events. If the proposing firm does not have an office within five miles, the proposal should clearly demonstrate that adequate response times can be achieved to effectively meet the Town’s operational and service requirements.
