About this file
This document is an Addendum to the Contract Documents for the Kitchen Dependency Masonry Repairs project at Belle Isle State Park in Virginia. The project is being managed by the Virginia Department of Conservation and Recreation (DCR) and involves exterior repairs to the historic kitchen dependency, including partial replacement of masonry walls, masonry repointing, and other miscellaneous repairs. The substantial completion deadline is 60 consecutive calendar days from the Notice to Proceed, with final completion due 30 days after substantial completion. No liquidated damages are included, but the contractor will be charged for the owner's costs and lost income if the project is not completed on time. The pre-bid conference was held on July 20, 2023, and the bid submission deadline is 2:00 PM on August 9, 2023, with bids to be opened publicly on August 10, 2023.
The addendum includes responses to contractor questions regarding the use of hydraulic lime and pozzolan additives in the mortar mix, as well as clarification on the required brick replacement and repointing under a cracked window. A bid bond is not required, but the contractor must be a Virginia-licensed Class A contractor and meet the 42% small business participation requirement. Water and power must be provided by the contractor, and the park will remain open to the public during construction, requiring appropriate signage, barriers, and security measures.

Addendum Number: 1
Date of Issuance: July 28, 2023
Project: Kitchen Dependency Masonry Repairs – Belle Isle State Park DCR Project Code: 199-16646 (B20) Owner: VA Department of Conservation & Recreation
The following items represent changes, modifications and/or clarifications to the Contract Documents for this project. This Addendum shall become a part of the Contract Documents and all bidders shall include its provisions in their proposals. Receipt of this Addendum shall be acknowledged on the Bid Form where designated.
This Addendum consists of the following:
(1) Typed Page
(1) Page of Pre-bid Conference Attendees List
(1) Page of sketch SK-01
(3) Pages of Pre-bid Conference Agenda
General:
1. Bid Bond is NOT required.
Contractor’s Questions and Responses:
1. There is a large crack underneath the right window on the north elevation. The scope noted on the drawings at this area only capture some repointing, but does not note any brick replacement.
Please advise what the design intent is in this area. Should we repoint around cracked bricks?
Response: Replace damaged brick and repoint mortar in hatched area under window. See revised sketch SK-01.
2. Natural Hydraulic Lime curing is much quicker than traditional lime putty mortar. Would a Natural Hydraulic Lime be an acceptable substitution for lime putty as a binder for the mortar mix? If not, would the addition of a pozzolan to the specified lime putty mortar mix be acceptable?
Response: Hydraulic lime will not be permitted. The addition of pozzolan to the mortar mix will not be permitted. A time extension will only be considered if the mortar curing period extends beyond the 30 day final completion period (total contractual duration is 90 days).
Any time extension will be considered as construction progresses.
