About this file

This is Addendum Two to Invitation to Bid No. RFB-218-23 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Bobby Reid Drainage AML (Abandoned Mine Land) Project located in Johnson County, Kentucky. The addendum, dated April 6, 2023, provides clarifications and Q&A responses regarding ditch placement, slope management, limits of disturbance, utility pole removal, and drain location procedures. Key project specifications include placing ditches as close to hillsides as possible without compromising slope stability, with allowances for minor encroachment into landowner yards as necessary. The contractor is responsible for pole removal and replacement, with provision for contract extensions if work delays result from unmoved structures verified by the inspector. Specific areas for disturbance will be field-located and approved by AML staff in conjunction with the contractor, and all ditches and drains will be located by approved plans during the construction phase rather than marked in advance.

The addendum references revised plans available through Lynn Imaging for all specification and drawing modifications. Construction methodology emphasizes timely excavation of ditch segments to avoid leaving unstable excavated areas for extended periods. Mass movement or slope failures occurring during construction will be addressed by AML staff through excavation and buttressing methods as needed. Concrete truck access between homes will be permitted where space allows, subject to field condition limitations. No specific pricing information, bidder meeting dates, response deadlines, or award dates are provided in this addendum document.

1. The ditches should be placed as close to the hillside as possible without compromising the slope during construction.

Answer: It will encroach into the yard of landowners, but no more than necessary. See revised plans.

If mass movement occurs during construction, it will be addressed with excavation and buttressing of slide areas among other methods. The contractor is encouraged to only excavate the length of ditch that can be constructed in a timely manner and not leave unstable excavated ditch for an extended period of time.

Answer: Specific incidents will be addressed by AML staff as they occur.

3. Limits of disturbance are marked on the plans. Specific areas to be disturbed will be field located and approved by AML staff in conjunction with the contractor onsite.
