About this file
This is Addendum Three to an Invitation to Bid (RFB-218-23) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Bobby Reid Drainage AML (Abandoned Mine Land) Reclamation Project in Johnson County, Kentucky. The addendum, dated April 12, 2023, announces critical changes to the original bid specifications and timeline. The revised official bid date has been moved to April 24, 2023, at 10:30 A.M. Eastern Time. The project scope encompasses site preparation, drainage infrastructure installation, erosion control, and landscape reclamation work across approximately 6 acres, including the installation of various pipe sizes (18" to 36" diameter HDPE), concrete structures such as drop boxes and headwalls, reinforcing steel work, and final seeding and mulching. The engineer's estimate includes 32 line items with quantities ranging from 1.0 lump sum for mobilization to 2,820 linear feet of subdrain installation and 43,300 pounds of reinforcing steel.
The addendum identifies three allowances totaling $105,000 that must be included in the contract amount: Utility Relocation/Replacement ($50,000), Landscape Allowance ($15,000), and Structure Removal/Replacement ($40,000). These allowances cover all materials, delivery, installation labor, tools, and equipment necessary to complete the specified work, with actual costs to be reconciled through change order upon completion. Bidders must reference a separate addendum to be distributed by Lynn Imaging for additional specifications and drawing changes, and the Authentication of Bid and Statement of Non-Collusion and Non-Conflict of Interest page must be properly executed for the bid to be valid. The contractor's overhead, profit, insurance, bonds, and administrative costs are incorporated within the prescribed markup permitted under Article 14 of the General Conditions and are not to be included separately in the allowance amounts.
