About this file

This document is an Addendum to a Statement of Work (SOW) for a roof coating project at the Clinton Health Center. The addendum details testing performed on July 31-August 1, 2025, which involved plugging roof drains and running water to 1" above the roof surface to check for leaks. Testing revealed no significant leaks, with only minor seepage around drain cutouts. The contractor recommends proceeding with the original sealing proposal but without the previously proposed warranty.

The related federal contract opportunity is a 100% Indian-owned business set-aside solicitation (RFQ 246-25-Q-0067r1) issued by the Indian Health Service for coating roof terraces at the Clinton Indian Health Center in Oklahoma. The project aims to stop rainwater infiltration, with a 90-calendar day performance period. Key dates include a September 5, 2025 deadline for questions and a September 10, 2025 quote submission deadline. Quotes can be submitted via email to jeffrey.earnest@ihs.gov or in a sealed envelope, with the solicitation targeting NAICS code 238160 and a $19.0 million size standard.

Coating Roof Decks SOW OK5AS01C6 Clinton Health Center dated 5/22/2025 Contract Addendum to Statement of Work #1 – Testing

This is reference to current statement of work

Contractor to perform testing to include plugging the roofs drains from roof to basement as necessary, run water to 1" above roof surface and check roof drains for leaks for at least 30 minutes. Intent is to pinpoint, as much as possible, leaks to be addressed.

This test was completed 7/31/2025 thru 8/1/2025. No significant leaks found. We were not able to determine where the water is coming in from, however we had some minor leaking but that was from around the cutouts for the drains. The sealing should take care of that. The leak we are trying to seal seems to be intermittent with a hard blowing rain. At this point in time, we would like to proceed with the sealing as proposed in the original SOW but without the warranty as originally stated.
