About this file
This document is an Addendum to FAR clause 52.212-2 that establishes evaluation criteria for a meal service contract at Fort Drum. The Government will evaluate all quotations using three primary factors: Price, Technical Capability, and Past Performance.
Price evaluation will determine the fairness and reasonableness of proposed prices for commercial meal services, with award made to the technically acceptable quotation with the lowest evaluated total price. All line items must be priced in accordance with the solicitation and determined to be reasonable and balanced. Technical Capability evaluation requires quoters to demonstrate their ability to meet all meal plan requirements, obtain or maintain a Fort Drum Local Access Pass, provide a valid state or local health department license or permit for a certified commercial/industrial kitchen, furnish proof of current food safety certification (such as ServSafe Food Protection Manager Certification) for the primary food service manager or head chef, and submit a detailed narrative describing equipment and procedures for maintaining proper food-holding temperatures during transport and delivery. Quotes receiving an "Unacceptable" rating in Technical Capability will be eliminated if they fail to meet meal plan requirements, lack base access procedures, use an uncertified residential kitchen, lack required food safety certifications, or fail to define safe food temperature maintenance methods. Past Performance evaluation requires quoters to provide exactly three reference meal contracts performed within the past three years, including valid Points of Contact with contact information and award amounts for each contract. A quote receives an "Acceptable" Past Performance rating only when all three references are provided with complete POC and award information and demonstrate satisfactory performance; any deficiency results in an "Unacceptable" rating.

Addendum to 52.212-2
Addendum Evaluation Criteria:
(a) Price: The Government will evaluate the price of all technically acceptable quotes. The price evaluation will determine if the proposed prices are fair and reasonable for commercial services.
The total evaluated price will be the sum of all priced line items. Award will be made to the technically acceptable quote with the lowest evaluated price.
1. All line items are priced IAW the solicitation.
2. Prices are determined to be reasonable and balanced.
(b) Technical Capability: The Government will evaluate each quoter's technical submission to determine if the proposed commercial services meet the minimum requirements outlined in the solicitation. The quote must demonstrate a clear understanding of the requirements and provide sufficient detail for the Government to determine technical compliance. The Government will assign a rating of either "Acceptable" or "Unacceptable."
1. Acceptable:
i. The quote demonstrates the ability to successfully meet the meal plan. To achieve an acceptable rating, the quoter must provide a response confirming compliance with every dietary, menu, and service requirement listed in the scope.

iii. Facility & Health Code Compliance: The quoter provides a copy of a valid state or local health department license or permit demonstrating the use of a certified commercial/industrial kitchen for all food preparation.
iv. Food Safety Certifications: The quoter provides proof of valid, current food safety certification (e.g., ServSafe Food Protection Manager Certification or equivalent) for the primary food service manager or head chef.

iv. The quoter fails to provide the required food safety management certifications.
v. The quoter fails to define a clear and safe method for maintaining food temperatures during transport and delivery.
(c) Past Performance: The Government will evaluate each quoter's past performance to determine if they have a history of successful completion of similar requirements. The
Government will assign a rating of either "Acceptable" or "Unacceptable."
