About this file
This is Addendum Three to Invitation to Bid No. RFB-185-26 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, in conjunction with the Department for Environmental Protection. The project addresses environmental site clean-up and TENORM (Technologically Enhanced Naturally Occurring Radioactive Material) remediation at the Winona Garret Lease located in Ravenna, Kentucky. The addendum was issued on July 7, 2026, and clarifies contractor responsibilities regarding sample collection, analysis, waste disposal procedures, and site restoration requirements. Key specifications include contractor-managed sample collection and analysis of TENORM-containing waste prior to disposal, expedited confirmatory sampling with analytical turnaround times of three days for volatile organic compounds, semi-volatile organic compounds, and RCRA 8 metals, and 21-day ingrowth analysis for combined Radium-226 and Radium-228. The addendum confirms that solidification of sludges may be conducted at the site using cement mixture and that temporary 6-foot steel fencing will be installed and removed by the contractor following project completion.
The addendum addresses contractor questions regarding waste stream profiling procedures, analytical testing schedules, and site restoration commitments. Notably, the addendum confirms that constructed access roadway improvements will remain in place following remedial activities completion rather than being removed. Laboratory turnaround time for radium analysis is specified at 20 business days for standard processing and 21 days with ingrowth for expedited confirmatory sampling. The contractor is responsible for establishing specific processes for sample collection and analysis consistent with disposal facility requirements and project manual specifications outlined in sections 02420.3.04 and 02300.3.04.
