About this file

This is an Addendum #1 to RFI #0219-2025 issued by the City of Washington, North Carolina for IT Services. The RFI opening date is March 5, 2025 at 1:00pm, with the addendum dated February 21, 2025. This is not a solicitation for procurement but rather an information gathering effort to help enhance the City's future IT procurement. The RFI seeks information from vendors regarding IT services, including types of service, support, data analysis, backups, data engineering, and security. The scope covers all City departments including Fire, Rescue, EMS, Police, Electric, Water, Sewer, Purchasing, Finance, Human Resources, City Cameras, Planning, Zoning, Civic Center, and Library.

The addendum clarifies that vendors should disregard the requirement for "estimated total cost of ownership" information. It specifies that the City is seeking IT service providers who would provide on-site presence but would not be City employees. No discovery call is planned at this stage. The addendum also removes the need for vendors to provide detailed responses about meeting specific City business needs/requirements, as those details are not yet being shared. The focus is solely on vendors describing their available IT service capabilities and offerings.

2. The RFI states “Responses should clearly define how the vendor’s proposed solution(s) would meet the City of Washington business needs/requirements.” However, it’s light on what the specific needs of the City are. Would it be appropriate for me to send over a list of questions about the city’s current staff and technology?

• Right now, we are looking for IT service providers to provide information regarding the services they provide, such as; types of service, support, data analysis, backups, data engineering, security, etc.

3. The RFI states the response should include “The minimum number of IT Technicians/Staff will be on site during normal business hours (required).” I take this to mean that you’re looking for onsite presence from the IT service provider, not a new staff member of the City.

Is that correct? We can help with staffing as well but I wanted to make sure I understand what you’re looking for.

• We are looking for presence from the IT service provider that are not employees of the City of Washington.

4. Is this RFI just for City administration or would our response need to cover police, fire, EMS, and/or utilities operations as well? We’re comfortable supporting those additional departments as well and do so for other municipalities in the Carolinas.

• This is for the needs of ALL City departments, including but not limited to; Fire, Rescue, EMS, Police, Electric, Water, Sewer, Purchasing, Finance, Human Resources, City Camera’s, Planning, Zoning, Civic Center, Library, etc.

5. Will there be a discovery call where the specific needs of the City are discussed?

• No, not at this point. The RFI is not to not a solicitation for procurement, but instead to gather information from vendors regarding the IT services they provide.

The information gathered will assist with enhancing the City of Washington’s future IT Procurement.
