Questions and Answers
Q. Request for Bids, Page 4, states, “All procurement questions shall be directed to Buyers of Record for this project.” Who is the Buyer of Record for this project?
A. The official “Buyer of Record” applies to the Kentucky Division of Engineering and Contract
Administration Statewide Procurement Analyst, Susan Ward. Office phone is 502-226-0335.
Q. Drawing No. C-102 indicates app. 35,180 CY of excavation. Is this referring to post or pre topsoil/vegetative cover excavation (Stripping)?
A. The estimated quantity was based on the existing ground prior to stripping any topsoil.
Q. Will this excavation include waste removal and relocation and who will be responsible for placement, grading, compaction and daily cover (if required) during waste excavation and placement?
A. The design intent is to excavate existing soil to the top of waste and not excavate waste material. The contractor is responsible for installing the cap as shown on the Drawings.
Q. What type of waste is contained within the landfill and how much has the landfill settled since it was last surveyed. How will compensation for this settlement and for settlement during construction be addressed, and will contractor be responsible for any post construction settlement?
A. If waste is encountered during construction activities, the waste must be disposed of in a Subtitle D landfill. There is an allowance of $20,000 for tons of waste removed and disposed if any is encountered. See Section 01020 of the specifications. Approval of any waste to be removed and/or disposed must be granted by the Engineer or his representative prior to removal. The design intent is to excavate existing soil to the top of waste and not excavate waste material. The waste has not been characterized. The area was surveyed on November 8, 2023. According to records obtained from the Kentucky Environment and Energy Cabinet, the waste was deposited in the mid 1960’s to 1973.
Given the amount of time since the waste has been placed, no additional settlement is anticipated.
The contractor will not be responsible for any post construction settlement. However, the subgrade for the cap must be proof rolled prior to cap placement. Any areas that exhibit pumping shall be reworked to the satisfaction of the Engineer at no additional cost to the Owner.
P:\IER\11730\200-11730-23004\Docs\Bid Questions and Answers\Addendum Q&A.docx
Q. Where are the borrow and topsoil area located? Can a drawing showing these locations be provided?
A. No borrow material will be available from the property and the Contractor shall be responsible for locating any required borrow area(s) for the project. The material from the borrow area(s) must meet the required clay specifications in Section 02300, Article 1.04. The existing topsoil that is to be stripped can be used for the final topsoil for the cap. Additional topsoil needed must be brought from off site.
Q. Who can we contact to visit and view the site?
A. Site visits are to be coordinated with Chris Jung, Superfund Branch of the KY Energy and
Environment Cabinet. Office phone is 502-782-0982.
Q. Can we have a clarification of the 74,700 cubic yard quantity? Does the 74,700 cu. yd. represent the
30" clay cap over the entire area, or is there topsoil in this number as well? Does the onsite clay we take out to get to the cap subgrade go back in and if so would the quantity of onsite material used reduce the imported clay of 74,700 accordingly?
A. The calculations were performed using the average end area method between each station of the cross sections (see sheets C-201 to C-204) from the top of waste (subgrade) to the proposed final grade.
Any clay removed to achieve subgrade can be used for the cap if it meets the required clay specifications in Section 02300, Article 1.04. The clay material that is used would reduce the amount needed from borrow area(s).
Q. Does the line item 11, the 6 in. of topsoil, include the stripped and stockpiled 7300 cu. yd? If so, would you consider making a separate bid item line for placing the onsite topsoil from the imported and placed topsoil needed? There would be a big difference in costs here from spreading onsite topsoil from what would need to be provided and spread. If I am understanding correctly the 7,300 cu. yd/ of onsite topsoil is an estimate but not a guarantee.
A. Item 11 was estimated from the top of waste (subgrade) to the proposed final grade of the cap. The on-site stripped topsoil can be used for the final topsoil of the cap. The on-site topsoil will offset the required amount of imported topsoil. There will not be separate bid items for the ton-site or imported topsoil. It shall be acknowledged by the bidder that the estimated quantities are not guaranteed and are solely for the purpose of comparison of bids.
