About this file
This document is Addendum Number 7 issued by the Maryland Department of General Services, Facilities Engineering Division, for the state contract opportunity KN-000-211-003 to replace 40 inoperative sump pumps in Cumberland, Maryland. The addendum clarifies that this is a Class A procurement expected to be under $100,000, which may not be sufficient to complete the work of replacing 40 sump pumps with check valves, floats, and control boxes, as well as installing 20 ft. rail systems for each pump assembly. The addendum specifies that the rail system must be stainless steel, there is a sump pit for the pumps, and the contractor may turn off the high voltage lines (17,000V) during the work, but must schedule and pay for the outage. A site visit is scheduled for February 17, 2021 at 8:30 AM for any interested contractors.
The addendum states that the lowest responsive bidder who meets the qualifications will be offered the contract. Contractors are instructed to bid an amount that will enable them to complete the work. No other pricing information, set-asides, incumbents, or funding details are provided.

ADDENDUM NUMBER: 7
DATE: February16th 2021
STATE OF MARYLAND
DEPARTMENT OF GENERAL SERVICES
Facilities Engineering Division
DGS PROJECT NO.: KN-000-211-003
TO ALL PROSPECTIVE BIDDERS: This Addendum is issued to clarify, add to, delete from, correct and/or change the Invitation to Bid (ITB) documents to the extent indicated and is hereby made a part of the said (ITB) documents of which the contract will be based. By submitting a bid for this solicitation you will have acknowledged receipt of this addendum. All questions must be in writing and addressed to Christine Stenhouse.
1) Please see the following questions and answers:
2) The State of Maryland has determined that this is a Class A procurement which is expected to be under $100,000. Given that the requirement is to replace 40 sump pumps with check valves, floats and control boxes and install 20 ft, rail systems for each pump assembly, this procurement size may not be appropriate. This leaves only $2,500 per sump system assembly. Please clarify.
3) Please bid the project in an amount which will enable you to do the work. The lowest responsive bidder will be offered the contract provided they meet all the qualifications listed in the project manual and referenced documents.
4) Should we use a stainless-steel rail system or can we use a galvanized rail system?
5) The Rail System shall be stainless-steel.
6) Is the bottom of the vault flat or is there a sump pit for the pump to set in below the bottom elevation of the vault?
7) Yes, there is a sump pit. The sump pumps shall be installed in the sump pits.
8) We understand that some of the vaults have high voltage running through them (17,000Volts). From a safety perspective will these high voltage lines be active when we are working in the specific vaults?
9) The contractor may turn the high voltage lines off during work. The high voltage lines shall be re-energized at the end of each work day. Any time that they are turned off, the contractor shall schedule the outage with the institution and shall assume the cost of having the lockout performed at the local switchgear by a qualified contractor.
10) Can the contractor view the manhole again?
11) Anyone who wants to view the manhole again can do so on February 17th, 2021 at 8:30 AM. Any contractors who will be attending this walkthrough shall notify Edward Twigg at edward.twigg@maryland.gov by Close of Business 2/16/2021.
All other terms, conditions and specifications remain unchanged.
