About this file

This addendum to Invitation to Bid (ITB) 26-25-214742, issued by the Alaska Railroad Corporation (ARRC), provides clarifications and modifications to the original solicitation for traffic control, grading, paving, and striping work at the Clear Space Force Station crossing in Clear, Alaska. The scope of work includes removal of 300 square yards of existing pavement, installation of aggregate base course (50 tons for roadway and 3,250 tons for detour installation and removal), placement of 68 tons of HMA Type 2 Class A asphalt, installation of 50 square yards of geotextile separation material, mobilization and demobilization, traffic maintenance, and painted traffic markings including railroad crossing and stop bar symbols. The addendum extends the original bid closing date from July 15, 2026, to July 21, 2026, at 3:00 PM AKST, providing bidders an additional five to seven days for proposal preparation. Work is anticipated to begin in early August 2026, with substantial completion targeted by October 15, 2026, and final completion by October 30, 2026. A non-mandatory site visit was scheduled for July 8, 2026, at 2:00 PM, with pre-registration required by July 7, 2026.

Key modifications to the cost schedule include correction of Bid Item 670.0001.1 from 400 LS to 1 LS (Painted Traffic Markings) and clarification that Bid Item 301.0001.2 (Aggregate Base Course for detour) should be estimated at 3,250 tons. The addendum addresses nine contractor questions regarding material sourcing, site access, and project logistics. Contractors may utilize material from the North gravel pit at zero cost, provided they mine and screen their own supply and document the quantity extracted; access will be coordinated through ARRC project personnel after bid closing. A monofill site is available at zero cost for disposal of used or old asphalt, with contractors responsible for covering debris with soil using their own equipment. The temporary detour may remain in place if equipped with 48-inch and 24-inch diameter culverts for drainage on the west and east sides, respectively, subject to approval by Clear SFS via AF Form 332 submission. Bidders must submit sealed bids in envelopes plainly marked with the offeror's name, ITB number, receipt date and time, and sealed offer designation to Sarah Wallace, Alaska Railroad Corporation, 327 West Ship Creek Avenue, Anchorage, AK 99501, with unit prices remaining firm for 30 days from bid opening and award contingent on ARRC fund availability.
