About this file
This Addendum No. Four modifies RFB No. 23-0036 issued by the Columbus Consolidated Government in Columbus, Georgia for the procurement of fifteen (15) dual axle utility trailers for the Parks and Recreation Department. The trailers will be used for hauling lawn mowers and equipment with a maximum single piece weight of 7,000 lbs. The original bid due date has been extended to 2:30 PM on Wednesday, June 7, 2023, and vendors must submit responses via DemandStar. The addendum addresses vendor inquiries regarding specification feasibility and clarifies that revised detailed specifications (Form 1 Revised 2) supersede all previous versions. Vendors must acknowledge receipt of this addendum or risk having their bids deemed non-responsive.
The revised specifications require dual axle utility trailers with a minimum 9,000 lbs GVWR, dual 5,200 lb axles with EZ Lube and electric brakes, a 16 ft x 7 ft deck, 78-84 inch width, 5 ft tall ramp gate, adjustable lunette eye coupler, breakaway hitch, 7-way RV style electric plug, and single ST205/75 R15 tires. Additional requirements include solid treated wood flooring, DOT stop/tail/turn and clearance lights, safety chains, front and side rails, steel fenders, and a 24x24x02 inch lockable landscape toolbox mounted on the front rail. All trailers must include owner's manuals and service/maintenance manuals and carry a minimum 36-month or 36,000-mile manufacturer warranty. Manufacturers' warranty documentation on company letterhead must accompany each bid, and all titles and certificates of origin must list Columbus Consolidated Government as the purchaser with the address of 1011 Cusseta Road, Columbus, Georgia 31901.

C. Questions/Responses
1. Question: “Looking at the addendums, I see what you are saying as these are minimum requirements. What I see is a trailer that cannot legally exist. A 9000 GVWR cannot legally be achieved on tandem 3500# axles. Also, the change in addendum#2 allowing for a 205 75 R15 with no specifics on the weight rating is puzzling. The highest ply you can get in that size tire is an 8ply tire. Which according to the stats I have included below, cannot legally hit the GVWR you are requesting. These specs don’t work. If all 15 trailers are meant to be the same specs, what I see is a whole lot of opportunity for the city of Columbus to get a bunch of regret. I’ve done

I want to get you the right trailer for the job at the best price possible, which is why I ask questions. I will do my best to move forward with what I have been given, but please pay attention to what you approve to buy. At the least, you may have to upgrade a lot of tires after the fact. At the most, major repairs and repurchasing.
