About this file

This is Addendum No. 3 to Request for Bid (RFB) No. 23-0013 issued by the City of Columbus, Georgia Finance Department Purchasing Division for Pharmaceutical Supply Services on an annual contract basis for the Columbus Fire & EMS Department. The addendum addresses five vendor inquiries received during the bidding process and provides clarifications on key contractual requirements. The City requires bidders to supply all items listed in the drug list and does not accept partial bids or substitutions with different sizes, strengths, or forms without explicit approval as outlined in the RFB requirements. Bidders must acknowledge receipt of this addendum using the provided Acknowledgement form, as failure to do so may result in the submittal being deemed non-responsive.

Regarding pricing terms, the addendum clarifies that vendors must adhere to the Escalation Clause specified on Page 12, Item IV of the RFB, which governs any price adjustments during the contract period. The City will not commit to purchasing estimated yearly usage quantities for pharmaceutical items, as initial orders may vary and subsequent orders will be based on actual usage to minimize medication wastage and expiration. The addendum confirms that no local or resident candidate participated in the previous bid (RFB 22-0011, which was cancelled), and the City does not provide information regarding other bidders. The City reserves the right to add additional related items during the contract term and will obtain quotes from the contracted vendor as needed.

Addendum No. 3

Pharmaceutical Supply Services (RE-BID)

(Annual Contract) RFB No. 23-0013

Use the ADDENDA ACKNOWLEDGEMENT form provided in the solicitation to acknowledge receipt of this Addendum. Failure to do so may result in your submittal being deemed non-responsive and not receiving further consideration for award.

Vendors are informed that the above subject Bid is hereby modified, corrected, or supplemented as specified, described and set forth in this Addendum:

1. Question: “We cannot guarantee pricing for 2 years on pharmaceuticals, will you consider a bid that will allow for changes with 30 day notice? Pharmaceutical manufacturers will not provide documentation of price increases, will you accept a price increase without this documentation and refer to current industry pricing for a check? Many price increases on pharmaceuticals exceed the 5% noted in bid, will you accept the manufacturer increase whatever that is? Will you accept deviations/exceptions to the terms and conditions?”

Answer: Please refer to Page 12, Item IV Escalation Clause of this RFB for the requirements.

2. Question: “Is there a local/resident candidate that will bid on RFB No. 23-0013, Pharmaceutical

Supply Services (Re-Bid)? Did a local/resident candidate participate in the original

(previous) bid?”

Answer: The Columbus Fire & EMS Department does not know who is bidding on this current

RFB. Local/resident candidate did not participate in the original (previous) bid.
