About this file
This is Addendum No. 2 to the Invitation for Bids issued by Colorado Parks and Wildlife's Capital Development Program and Dam Safety division for the Trujillo Meadows Dam Outlet Works Rehabilitation Project. The addendum, issued on November 9, 2017, addresses clarifications regarding project requirements and qualifications. The project involves specialized construction work including pipe lining, annular space grouting, and dam outlet works rehabilitation. A pre-bid conference was held on October 23, 2017, with attendee information posted to the ColoradoVSS website. The Notice to Proceed is expected to be issued approximately 4 to 6 weeks after bid opening following completion of the State's contracting process. The construction phase is allocated 75 days, with CPW retaining the authority to grant extensions for extenuating or unforeseen circumstances.
Award will be made to the lowest responsible bidder whose bid meets all requirements and criteria. Key personnel qualifications are mandatory: the on-site superintendent for pipe lining must have completed at least one dam outlet works lining project within the past five years; the superintendent overseeing grouting work must have completed at least one dam outlet works grouting project within the past five years; and the overall site superintendent must have been responsible for at least one dam rehabilitation project approved by the Colorado Dam Safety Branch or similar regulatory agency within the past five years. Resumes demonstrating these qualifications must be included in the sealed bid package, and failure to provide qualifying resumes renders the bid nonresponsive. The project includes a Good Faith Effort requirement for Minority Business Enterprise participation, though no specific percentage goal is mandated. Quality Control testing will be performed by both the contractor and CPW's Engineer as detailed in Specification Section 01400. The project value was not disclosed in the addendum.

ADDENDUM NO. 2
Issue Date: November 9, 2017 RE: Trujillo Meadows Dam Outlet Works Rehabilitation Project
Addendum No. 2 is comprised of two (2) pages and includes the following information:
Questions received in writing between the period of October 13, 2017 and November 9, 2017
Q1. The construction documents indicate that 51% contribution requirement has been established for Minority Business Enterprise (MBE) participation. Is this accurate?
A: A Good Faith Effort, as described in Part II of the Minority Business Opportunity Contract Requirements, is the MBE participation goal for this project. There is no MBE percentage goal for this Project. With respect to MBE requirements, reference to 51% in the Contract Documents is describing the ownership/controlling conditions for which an entity may be certified as an MBE.
Q2. Is it the intent of The Department to award the project solely on the basis of price?
A: Per State Statute, this contracted work qualifies for award to the lowest responsible bidder whose bid meets the requirements and criteria set forth in the Invitation for Bids.
Q3. In my review of the specifications there are no requirements for the bidding contractor to have any past experience in Pipe Lining, Annular Space Grouting or Dam Projects.
A: The Project will be awarded to the lowest responsible bidder. In supplement to the Contract Documents, please note the following requirements and minimum qualifications.
The on-site superintendent for the work in each of the aforementioned specialty phases of work must be on-site during that phase of the work and must meet the following minimum qualifications:
• Responsible for completing at least one dam outlet works lining projects in the last five years.
• Responsible for completing at least one dam outlet works grouting project in the last five years.
• Overall site superintendent shall have been responsible for at least one dam rehabilitation project that was approved by the Colorado Dam Safety Branch or similar dam regulatory agency in the last five years.

Resumes in substantiation of meeting these minimum requirements shall be included with the Contractor’s sealed bid package. If the resumes are not included or do not meet the minimum requirements, the bid shall be considered nonresponsive. Further, if the Contractor substitutes one of these key superintendents, they must demonstrate that the replacement superintendent meets, or exceeds the qualifications, and the replacement substitute is subject to approval by CPW.
Q4. What is the expected NTP? I see there are 75 days for construction?
A: For planning purposes, the Notice to Proceed will be issued to the lowest responsible bidder approximately 4 – 6 weeks after bid opening following completion of the State’s contracting process. At this time, 75 days has been allocated for construction. In extenuating or unforeseen circumstances, CPW may grant an extension to the contracted work.
Q5. Is there a rough value of the project that you could share?
A: This is not information that will be disclosed.
Q6. Can you please provide me with the pre bid sign in sheet for the Trujillo Meadows Dam Outlet Works project?
A: The pre-bid sign-in sheet from October 23, 2017 has been posted to the Trujillo Meadows Construction Solicitation on the ColoradoVSS website.
Q7. Will Colorado State Parks and Wildlife, through an outside laboratory, perform the materials testing, QA and/or QC, or will the contractor be responsible to provide these services?
A: The Quality Control testing that is required to be performed by the Contractor and CPW’s Engineer are described in Table Nos. 1 and 2 in Specification Section 01400 – Quality Control.
