About this file
This is Addendum No. 1, issued October 18, 2017, by Colorado Parks and Wildlife (CPW) for the Trujillo Meadows Dam Outlet Works Rehabilitation Project. The addendum addresses questions received during two periods: October 13-17, 2017, and the project's previous advertisement period that concluded August 9, 2017. A mandatory pre-bid meeting was held on Monday, October 23, 2017, at 11:00 AM. Contractors who had qualified representation at the initial pre-bid meeting on July 27, 2017, could request an exemption from attending the October 23rd meeting by submitting a signed letter with their sealed bid package, acknowledging acceptance that they may miss site-specific information discussed. The project involves outlet works rehabilitation at Trujillo Meadows Dam, with design engineering services provided by Tetra Tech, Inc. Construction plans and detailed documents are referenced in the bid materials, with specific focus on piezometer monitoring systems and associated infrastructure including galvanized steel pipes and data acquisition equipment.
The addendum clarifies several technical and administrative matters, including the acceptance of reduced piezometer sampling rates from hourly intervals to once or twice daily, provided the system permits remote access for real-time data retrieval and frequency adjustments by State staff during anomalous readings. The design specifications require ASTM A-53 Schedule 40 steel pipe materials for bubbler and vent systems. The project scope remained unchanged since the initial advertisement, though site-specific conditions may vary. Payment for movement monuments was designated as a separate optional lump sum pay item, distinct from the optional Data Acquisition System bid item. The estimated project value was not disclosed in this addendum. Union labor was not required for project completion.

ADDENDUM NO. 1
Issue Date: October 18, 2017 RE: Trujillo Meadows Dam Outlet Works Rehabilitation Project
Addendum No. 1 is comprised of three (3) pages and includes the following information:
Part A: Questions received in writing between the period of October 13, 2017 and October 17, 2017 that pertain to the pre-bid meeting
Part B: Questions received during Project’s previous advertisement period, which concluded on August 9, 2017
Part A
Q1. The informational sheet with a hyperlink to the Contract Documents states that a mandatory pre-bid meeting shall be held on Thursday, October 23, 2017, however October 23, 2017 is a Monday. Which is the correct date of the pre-bid meeting?
A: The correct date and time for the mandatory pre-bid site meeting shall be on Monday, October 23, 2017 at 11:00 AM.
Q2. If I attended the pre-bid meeting on July 27, 2017 for the first advertisement of this project, may the mandatory attendance requirement at the October 23, 2017 pre-bid meeting be waived for me?
A: The Project scope has not been modified since its first advertisement last summer, although there may be variances in site-specific conditions. If you or another qualified representative from your company attended the July 27th mandatory pre-bid meeting, your company’s attendance on October 23rd will now be optional and contingent upon the following Conditions:
a. Your company’s attendance can be confirmed by cross-referencing the sign-in sheet from the July 27th site meeting.
b. You fully acknowledge and accept that by not attending the October 23rd meeting, there may potentially be information discussed on site that your company will not have. Colorado Parks and Wildlife, Tetra Tech, Inc., W.W. Wheeler & Associates, Inc., and/or the U.S. Forest Service will not be responsible for providing you with information you may have missed as a result of your absence, nor will the aforementioned entities be held liable if adverse circumstances arise due to your lack of said information.
c. Your sealed bid package must include a separate, brief letter signed by an authorized agent of your company, which requests an exemption from the pre-bid meeting attendance requirement. The letter must both affirm you had adequate representation at the July 27, 2017 pre-bid meeting, and acknowledge acceptance of the terms outlined in Condition b, above.

Part B Q1. Is it possible to get the civil AutoCAD files or a vectorized pdf set of plans?
A: Pertinent documents (such as AutoCAD files) will be provided to the winning contractor following the issuance of a Notice of Award.
Q2. How much is the estimate value or amount of this project?
A: This is not information that will be disclosed.
Q3. Is there an addendum issued?
A: As of close of business on August 3, 2017, there have been no addenda issued.
Q4. Can I request a plan holders list?
A: A list of plan holders will not be released. A list of contractors who may potentially submit bids can be derived from the mandatory pre-bid meeting sign-in sheet posted on the ColoradoVSS website.
Q5. May I know the exact site location or address?
A: For project location, refer to cover sheet of issued construction plans and Division 0 in Construction Documents. No address associated with site.
Q6. Do you have an engineer or design group for this?
A: Tetra Tech, Inc. is the design engineering consultant for the Trujillo Meadows Dam Outlet Works Rehabilitation project. Contact information was provided at the mandatory pre-bid meeting.
Q7. Do you require union for all your projects?
A: No.
Q8. The requirement states that the piezometers shall be sampled at a rate of once per hour with the data logger. This is much higher frequency then what is typical for pore water pressure and requires more power to collect data at that rate as well as a higher cost in data transition since satellite data transfer is typically around $2.50 per MB of data. A much more typical sample rate is once or twice per day, transmitting the data only once per day. Would you accept a sample rate of 1 or 2 samples per day along with transmitting the data once per day?
A: Yes, however, we would request that the system be able to be accessed remotely to allow for the sample rate to be changed when required. An example would be a normal data interval of 12 hours (i.e. twice a day) and an anomalous reading is obtained.
Following the anomalous reading, State staff should be able to remotely access the data acquisition to retrieve a “real time” reading and also be able to change the data acquisition program to allow for a more frequent data interval.

Q10. Is the 4” diameter galvanized steel bubbler pipe and 8” diameter galvanized steel vent pipe to be supplied as ASTM A-53 Schedule 40? Reference Drawing C-2.
A: Yes, ASTM A-53 Schedule 40 steel pipe will be acceptable.
Q11. Drawing E-3 references drawing I-3 but no drawing I-3 was issued with the Bid
Documents. Will drawing I-3 be issued by addendum?
A: Note 2 on Sheet E-3 should be revised to read: “Refer to Sht C-2, I-1, and I-2 for Conduit Details for Bubbler Sensor Line.”
Q12. Specifications section 01025 page 6 item 10.b. describes payment for the movement monuments to be related to the DAS system. Please clarify.
A: Payment for the movement monuments shall be a separate, optional, lump sum pay item to furnish and install movement monuments. This optional bid item is separate from Optional Bid Item 10.a to furnish and install the Data Acquisition System.
