About this file

This is an Addendum No. 2 to a Request for Proposal issued by the San Bernardino County Flood Control District for professional land surveying services related to the Hawker Crawford Channel project in Rancho Cucamonga, California. The addendum clarifies that the contract term spans three years, from January 29, 2026, to January 29, 2029, though the survey work for the primary project is not anticipated to require the full three-year period; the extended term accommodates potential additional survey work for other service areas or projects during the design process. The addendum corrects the proposal submission deadline to 4:00 PM on Friday, January 16, 2026, via the County's ePro electronic procurement system. Key clarifications include requirements for proposers to submit both a total project cost and hourly rates for all proposed personnel, submission of licenses and certifications for both prime and subconsultants, and inclusion of signed Anti-Lobbying Certification documents with the proposal package. Proposers may modify survey limits if they identify gaps in the project scope, though original survey limits must also be included for District consideration.

The addendum specifies that signatures are required only on Attachment B, which acknowledges compliance with Attachments D, I, and M; signing Attachment B serves as certification for these requirements. All proposals must be accompanied by a signed Proposer's Certification for Addendum No. 2, and any proposal lacking this certification will be rejected. The revised proposal timeline establishes the RFP release date as December 15, 2025, with a question submission deadline of January 6, 2026, at 4:00 PM, and a tentative contract award date in February 2026. The procurement applies a five percent local preference for vendors with headquarters or major regional offices in San Bernardino County and requires compliance with federal contracting provisions due to partial funding through the Federal Emergency Management Agency Hazard Mitigation Grant Program.

Questions on EPRO:

1. The RFP states that the contract term for professional land surveying services related to the Hawker Crawford Channel project will be for a maximum of three years, from January 29, 2026, to January 29, 2029. Since this is a project-based proposal, does the District anticipate that the survey component for the Hawker Crawford Channel will require the full three-year period to complete? Or does the District expect that additional survey work may be assigned under this contract for other service areas or projects during the contract term?

The work should not take the full three-years, however we have it for the full three years in the case there are additional items we need throughout the design process.

2. There is a discrepancy regarding the proposal submission time for RFP No. PWG126-LANDD-6173.

Addendum No. 1 references both 1:00 PM and 4:00 PM as the submission time, while the ePro portal lists 4:00 PM. Could the District please confirm the correct submission time that proposers should follow?

The submission time shall be at 4:00 PM.

3. Regarding Attachment E, the Fee Proposal Sheet, would the District like proposers to submit a total project cost for the Hawker Crawford Channel, or is it sufficient to provide only the required schedule of hourly rates and anticipated expenses as outlined in the RFP?

Please provide a total project cost and the hourly rates for all personnel that are needed. Anyone or any title not included will not be considered in any invoice unless otherwise decided with the District.

4. Per Attachment A â?? Cover Page, item 17 requests a page number for Attachment L â?? Federal Contracting Provisions. However, in the RFP, the Federal Contracting Provisions form is labeled as Attachment M. Please confirm that item 17 on the Cover Page is intended to reference Attachment M.Is a signature required for Attachment D, Attachment I, and Attachment M, given none of these forms have a line for signature acknowledgement.

No signature is required on these attachments; signing Attachment B acknowledges these requirements/statements.

5. In accordance with Section B Proposal Format and the instructions for completing Attachment A Cover Page, please clarify whether a signature is required for Attachment D (Certification Regarding Debarment or Suspension), Attachment I (Public Records Act Exemptions), and Attachment M (Federal Contracting Provisions), considering that none of these forms include a designated line for signature acknowledgement.

No signature is required on these attachments; signing Attachment B acknowledges these requirements/statements.

6. Section B (Proposal Format) of the RFP does not mention the Anti-Lobbying Certification document, nor is it referenced in Attachment A â?? Cover Page. Are consultants required to provide a signature for the Anti-Lobbying Certification? If so, where should this signed document be placed within the proposal package to ensure compliance?

Please provide the signed sheet with the signed addenda.

For Attachment C â?? Licenses, Permits, and/or Certifications, does the District require copies of all licenses, permits, and certifications held by the consultantâ??s company, or only those for the key personnel being proposed for this project?

Please provide copies for both the prime and subconsultant.

7. Can we modify the survey limits differently from the scope of this project?

Yes, if you believe there is something we missed, please include it. However, please also include the original in case the District has some restrictions.
