# Question Department Answer
Can the MTA provide a 30 day extension of the bid due date to allow a site visit to verify drawing dimensions?
Procurement
The bid due date will not be extended for thirty days; however, the bid due date will be adjusted to one week after the site visit.
2 Is the contractor replacing the existing mechanisms that currently retain the fabric seats or providing new? If new, do they have to be in some way compatible with the fabric seat retaining mechanism?
End User Yes, they have to be compatible with the existing ones.
3 Is one set of all three types of seats sufficient for the FAI set, or is an entire carset required?
End User Yes, one set of each is sufficient.
In item 2.3.1 Scope of Work section A states: “ MTA personnel will perform the installation.”
Section c) serial Production: states:
1. The Contractor shall install all the seats in each LRV. The
Contractor shall coordinate/provide MTA management with a schedule of when they will be performing any installation prior to showing up at either facility Cromwell or North Ave.
Procurement In reference to the conflicting statements in the specifications, the vendor is expected to install seats.
Can you please clarify that it is the contractor’s responsibility to exchange all the seats on all of the LRVs at scheduled times, with the exception of the FAI set. If the contractor is to perform installations will there be a designated area provided at each of the facilities to store tools and supplies? Are there specific dates and times that will be set aside for installation?
Over what period of time can the contractor expect to see all 53 of the revenue vehicles?
End User
Yes, there will be a designated area for the contractor's tools and supplies. The work shall be performed during normal bussines hours
Mon-Fri, 7am to 3:30pm. No OT will be paid. Depending on vehicle availability, MTA Railcar will expect one LRV per day to be completed in an eight-hour workday (removal and installation).
Will disposal of the removed fabric seats and associated hardware be the responsibility of the Contractor or the MTA?
End User
MTA Railcar will facilitate a dumpster, so the contractor can dispose of the old seats.
What is the payment schedule that MTA is envisioning? Per item 3.3.2 Invoice submission schedule, a) , is the intention to allow the contractor to bill for each completed LRV, upon approval, for installation for materials and installation?
End User As stated in the IFB, the invoicing will follow the bid form. This suggests that the awardee can invoice a cost per completed unit.
8 Do the fiberglass parts require some part number identification to be inscribed or stickered on them?
End User
No, Railcar requires for the contractor to pack them by P/N and car sets, including installation hardware.
Can a milestone payment be added for 20% of the contract value to be billed at the time of approval of the FAI? The cost of the molds, initial engineering, and initial material PO’s will be substantial, and this would help to keep the project cost neutral.
End User Vendor will invoice on each deliverable and acceptance of project manager.
Will the installation personnel be required to be MTA safety trained?
Safety
Yes, as stated in section 3.6 of the IFB Railroad Protective Liability
Insurance will be required, which also means that MTA Safety training will be required.
Will installations at both MTA facilities be required at the same time, i.e will the contractor have to regularly provide two crews?
End User No, just at the North Ave. facility.

Questions and Answers
Will the cars be powered (lit and heated) during installation?
Will installation be done in the shop or yard? Are installations going to be done during night or layover times?
End User Yes, cars will be powered, lit and heated. Cars will be inside the shop.
The contractor is required to submit a schedule for installations, but there is no mention of FAI or a testing schedule. Is a schedule going to be required at bid for FAI and testing?
End User Yes, a schedule should be submitted.
Is drainage of the seat bottoms accounted for in the American
Seating drawings with the changeover of materials? Is a new provision for drainage at low points required?
