This Addendum No. 2 amends the Request for Proposals issued by the State of Hawaii Department of Transportation for Project HWY-ORL-2026.01, Vegetation Management and General Railway Maintenance of Right-of-Way from Lualualei Naval Road to Fort Weaver Road, Honouliuli, Ewa, Oahu. The scope encompasses vegetation management and railway maintenance services for a 40-foot-wide railroad right-of-way that includes the Oahu Railway & Land Company railroad. The addendum postpones the original proposal due date of July 27, 2026 to August 31, 2026 at 2:00 p.m. Hawaii Standard Time (HST). A virtual pre-proposal conference was scheduled for June 29, 2026 at 11:00 a.m. HST, with attendance encouraged but not mandatory. Interested offerors were required to contact the RFP Point of Contact, Wayne Iwamasa (wayne.y.iwamasa@hawaii.gov or 808-692-7391), no later than five working days prior to the conference. The Request for Information deadline is July 7, 2026 at 2:00 p.m. HST, with answers to questions due August 3, 2026. The anticipated award date is November 30, 2026. The contract is a fixed-price agreement for an initial one-year term beginning on the date specified in the Notice to Proceed, with options to extend without re-solicitation for up to four additional one-year periods by mutual written agreement, not to exceed five years total.
The addendum updates the General Information section and cover page of the original solicitation. Proposals must be submitted online through the Hawaii Electronic Procurement System (HIePRO) at https://hiepro.ehawaii.gov, and vendor registration is required. Late proposals will not be considered, and failure to upload the proposal to HIePRO will result in rejection. The State reserves the right to cancel the request for proposals, postpone or continue the solicitation, reject any or all offers, and waive any defects in offers as deemed in the State's best interest. The contract is structured as a fixed-price agreement in accordance with Hawaii Administrative Rules Section 3-122-136 and is subject to Hawaii Revised Statutes Chapter 103D. Contractors must obtain tax clearance certificates from the Hawaii Department of Taxation and the Internal Revenue Service prior to contract commencement and comply with federal, state, and county requirements applicable to facilities listed on the National Register of Historic Places.
