About this file
This Addendum No. 2 issued by George Mason University on October 7, 2026, provides clarifications and revisions to the Enterprise Hall Elevator Modernization project for bidders in Fairfax, Virginia. The project involves the modernization of three hydraulic elevators (Elevators #1, #2, and #3 as an additive item) in Enterprise Hall, including renovation of elevator pits, replacement of elevator doors, installation of new interior stainless steel panels, lighting, and call buttons to bring elevators to current code compliance. The revised bidders' questions and responses document addresses 51 inquiries from contractors regarding project specifications, phasing requirements, maintenance responsibilities, and technical requirements. The revised bid submission deadline is October 19, 2026, at 2:00 p.m., with bid opening on October 20, 2026, project award on October 29, 2026, and construction start on November 3, 2026. Substantial completion is required by March 2, 2028, for the base bid work, with a June 1, 2028, completion date for Additive Item #1 (Elevator #3) if awarded. Bidders must acknowledge receipt of Addendum No. 2 with their submission and remain bound by the original Invitation for Bid terms except as amended herein.
Key project specifications and clarifications include that Elevator #1 shall be connected to emergency generator power while Elevators #2 and #3 shall have battery lowering capability; elevators must be modernized sequentially per the phasing plan with no concurrent construction on multiple elevators; existing sprinkler heads require cleaning per NFPA 25 without replacement; shop drawings for sprinkler and fire alarm systems must be NICET Level III or PE-level (not requiring seals); the project is not subject to prevailing wage or Buy American Steel Act requirements; George Mason University shall pay elevator phone monitoring subscription fees after the warranty period expires; and the contractor assumes maintenance responsibilities for remaining elevators during phases once demolition begins, with repairs managed via change orders. The SWaM participation goal is 50% for fiscal year 2026, though no SWaM-certified elevator subcontractors attended the pre-bid site visit. No hazardous materials assessment is required as the building was constructed in 1990. The addendum contains 369 pages including revised drawings, the standard bid form, and responses to all bidder questions.

Right now the bid documents match the field conditions, where only Elevator 1 is supported by the generator. Please confirm this is the project expectation.
Elevator #1 shall be connected to emergency generator power. Elevator #2 & #3 shall be provided with battery lowering.

Push the hall button to call elevators, and send each elevator to the top floor, and repeat until you determine if all elevators are in service or not. Try to avoid activating Fire Service while there might be passengers currently riding. Listen for the sound of elevators moving, and if there is a position indicator in the lobby watch that to see if elevators are moving.
