About this file
This Addendum No. 2 is issued by the Florida Fish and Wildlife Conservation Commission (FWC) to supplement Solicitation No. FWC 25/26-106 for Chassahowitzka WMA Road Maintenance. The solicitation requests bids for road maintenance services covering approximately 29 miles of roads at the Chassahowitzka Wildlife Management Area in Hernando County. Work includes grading roads, applying herbicide treatment, filling rutted areas and potholes, adding 3-4 inches of DOT-certified lime rock material, and compacting surfaces to create smooth, two-wheel-drive-accessible roads. A mandatory pre-bid conference and site visit is scheduled for July 28, 2026 at 10:00 AM ET. The deadline for written questions is August 4, 2026 at 5:00 PM ET, with responses anticipated on August 7, 2026. Sealed bids must be received by August 14, 2026 at 2:30 PM ET at the FWC Purchasing Office in Tallahassee, with the public bid opening occurring the same day at 2:30 PM ET (available in-person or via teleconference). The anticipated award date is August 19, 2026, and the contract term is one year from Purchase Order issuance, with work to be completed by June 1, 2027 during the March-May timeframe.
Bidders must submit pricing per 0.5-mile increments with an estimated budget of $180,000. The contractor must demonstrate a minimum of five years' experience in roadwork and equipment operation, provide minimum equipment including a Caterpillar 120 Motor Grader or equivalent, a Caterpillar CCS7 Smooth Drum Vibratory Combination Compactor or equivalent, a water truck with sprayer capability, and a tractor/loader with dump truck. Subcontracting is not permitted. The contractor must maintain workers' compensation insurance, general liability insurance, and commercial general liability coverage throughout the contract term and provide a minimum of three references from similar projects. Vendors must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening. The contract is awarded to the responsive, responsible bidder offering the lowest total bid price. Protests must be filed with the FWC Purchasing Office within the timeframe prescribed in Florida Statutes Section 120.57(3).
