About this file
This is Addendum No. 1 to the Florida Fish and Wildlife Conservation Commission (FWC) solicitation FWC 25/26-106 for Chassahowitzka Wildlife Management Area Road Maintenance. The addendum comprises clarifications issued through a questions and answers format to address bidder inquiries regarding the original solicitation. All bid responses must be received by 2:30 PM ET on Friday, August 14, 2026. The project scope encompasses maintenance of approximately 29 miles of roads, with bidders required to submit pricing in 0.5-mile increments. The work is scheduled to be completed between March and May 2027, with the completion deadline of June 1, 2027. A mandatory pre-bid conference and site visit occurred on July 28, 2026 at 10:00 AM ET. The FWC anticipated announcing the intended award by August 19, 2026. The contract term is one year from Purchase Order issuance.
Key clarifications provided in the addendum addressed the lime rock application specification, which was revised from the original 3-4 inches to a reduced requirement of 0.5 inch up to 2 inches of DOT-certified lime rock as pre-compacted depth due to the non-excessive deterioration of the roads. The estimated budget remains $180,000, with potential increases if additional funding becomes available. The full project is priced for 29 miles, though work may be limited to primary roads if budget constraints apply. Contractors are responsible for holding labor and material pricing until March 2027, and herbicide treatment work may commence in February with physical roadwork beginning in March. The addendum clarifies that FWC references from different Wildlife Management Areas and contract managers are acceptable, subcontracting is prohibited, and no technical plans or site maps are available to accompany the bid. Vendors must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening.

FWC SOLICITATION ADDENDUM 2
BEGIN ADDENDUM
QUESTION #1
Under Section 2. Project Specifications for Road Maintenance
“2.7 The Contractor shall add approximately 3 to 4 inches of DOT certified lime rock to all road surfaces.”
Please clarify the quantity of Lime Rock that is being required for this project. Per this statement the entire road system would receive 3-4” which would far exceed the budgeted amount for this project. If the total project is required to place 3-4” it would require over
65,000 tons of Lime Rock. This cost would be in the millions.
ANSWER #1
Since our roads are not excessively deteriorated, we will reduce the required amount of material.
Contractor shall add 0.5 inch up to 2 inches of DOT certified lime rock to all road surfaces. Amount of material is pre-compacted depth.
QUESTION #2
Could you please confirm that the Contractor shall provide and add approximately 3 to
4 inches of DOT-certified lime rock to all road surfaces?
Also, could you please confirm the budget of $180,000.00?
ANSWER #2
Since our roads are not excessively deteriorated, we will reduce the required amount of material.
Contractor shall add 0.5 inch up to 2 inches of DOT certified lime rock to all road surfaces. Amount of material is pre-compacted depth.
Currently the budget is estimated at $180,000. Budget amount may be increased to take advantage of additional funding if available.
QUESTION #3
Is the “total bid price” on the price sheet 20 or 29 miles?
ANSWER #3
The full project is for 29 miles so the “total bid price” needs to be for 29 miles.
FWC SOLICITATION ADDENDUM 3
QUESTION #4
If the budget only allowed for 10 miles of capping and maintenance would the contractor be responsible for grading/water/compaction on the remaining 19 miles?
ANSWER #4
No
QUESTION #5
Can FWC be listed as all 3 references if they are from different WMA’s, PUA’s?
Different contract managers?
ANSWER #5
Yes
QUESTION #6
Are we responsible to hold our labor and material pricing until March?
ANSWER #6
Yes
QUESTION #7
Is it possible to start the work earlier than March?
ANSWER #7
If the contractor would like to come in February to treat roads with herbicide where applicable, this will be allowed. Physical roadwork cannot start until March.
QUESTION #8
Are there plans to accompany this bid? Are there any technical drawings or site maps that might clarify the scope of work
ANSWER #8
Unfortunately, we do not have technical plans or maps for this project.
