About this file
This is Addendum No. 2 to the bidding requirements and contract documents for the CSA 70 BL Electrical Service Line and Flow Meter Installation Project issued by the San Bernardino County Department of Public Works Special Districts (Project No. 30.30.0125). The project involves furnishing and installing an electrical service meter, cabinet, trenches, conduit, handhole, electrical service lines, pavement and sidewalk repairs, and an ultrasonic level sensor with associated testing. The work includes eight primary bid items: mobilization and demobilization with bonds and insurance; permits including nighttime construction for lane closures on westbound Valley Boulevard; traffic control systems and plans; electrical service meter installation with EUSERC 308 compliant cabinet to house the SCE meter and MCC panel per SCE Drawing No. 1834562_0.01; trenches, conduits, and electrical service lines from the sewer manhole to the meter with trench, backfill, and pavement/sidewalk replacement per County specifications; pavement and sidewalk repairs; verification of underground utilities through potholing; and a force account line item of $25,000 for unforeseen subgrade, stabilization, utility, and agency mitigation requirements. The addendum was issued on March 25, 2026, and requires bidders to acknowledge receipt and compliance by signing and dating the document with their sealed bid proposal.
The addendum clarifies critical scope and installation responsibilities through a questions-and-answers section addressing contractor obligations regarding electrical work, excavation, conduit installation, and equipment coordination with Southern California Edison (SCE). Key clarifications include that the contractor is responsible for installing conduit and electrical services from the meter to the manhole, furnishing and installing electrical lines from meter to sewer manhole, and installing the level sensor and MCC panel according to manufacturer instructions or current application standards. The County retains responsibility for SCE fees associated with meter energization and installation. An amended bid proposal form (page BP-2) dated March 25, 2026, replaced the previous version to reflect these electrical work clarifications for Bid Items 4 and 5. All other contract provisions remain as originally intended, and bidders must include a dated and signed copy of the addendum with their sealed bid proposal.
