About this file

This is Addendum No. 1 to Request for Proposals (RFP) No. BS148B-01 issued by Linn County, Oregon, on behalf of the City of Millersburg for Architectural and Engineering Services for the Cox Creek (Waverly Drive) Bridge project. The City of Millersburg was awarded federal funds for this bridge project but lacks Oregon Department of Transportation certification to administer federally funded projects; therefore, Linn County, as a certified administrator, was requested to manage the project on the City's behalf. Due to scheduling and staffing constraints, Linn County determined that hiring a consultant to design the project was the most efficient approach. The proposal submission deadline is December 2, 2024, at 5:00 p.m. The consultant will be responsible for preparing specified plan sheets as detailed in Table 13 of the original RFP, including roadway design, temporary traffic control, and traffic handling components.

The Addendum addresses six clarifications and requests submitted by proposers regarding the original RFP requirements. Key clarifications include confirmation that Evaluation Criteria #3 refers to the proportion of staff time devoted to the project rather than specific hour allocations, and that the RFP does not request pricing information in terms of staffing hours, thereby complying with Oregon Qualifications Based Selection (QBS) law for design professional procurement. The County clarified that cover pages, cover letters, and tables of contents are subject to the page limit restrictions outlined in Sections 2.4.2 and 2.4.4 of the original RFP. Additionally, the County indicated that contract terms and conditions will be negotiable with the selected firm. The original RFP documents and any previously issued addenda remain in full force and effect except as modified by this Addendum.

Q&A

Question: Why is the County not designing this project?

County Response: The City of Millersburg was awarded federal funds for this project. The City is not certified with the Oregon Department of Transportation to administer federally funded projects. Linn County is certified to administer federally funded projects, so the City requested that the County administer this project on their behalf. Due to scheduling and staffing, the County has elected to hire a consultant to design this project.

Question: Could the Agency please clarify if Evaluation Criteria #3 is referring to a percentage of time that staff will devote to the project or looking for hours staff will spend on project?

County Response: The RFP criteria indicates “proportion of time”.

Question: Will Linn County be performing the roadway design, temporary traffic control, and traffic handling?

County Response: Table 13 of the RFP indicates the plan sheets to be prepared by the consultant.

Question: Will a cover page, cover letter, and table of content count towards the page limit?

County Response: Please see Section 2.4.2 and Section 2.4.4 of the RFP.

Question: The RFP does not comply with Oregon Qualifications Based Selection (QBS) law for procurement of design professionals. Here is the issue: 1) The RFP is asking for pricing information (number of staff hours) from all proposers. What about this evaluation criteria 3?

County Response: The 5 criteria listed for this RFP do not include any items that request the number of staffing hours. Criteria 3 is referring to the proportion of each staff’s time spent.

Request: Request for edits to contract terms and conditions.

County Response: The Contract language will be negotiated with the firm that is selected.
