About this file
This is Addendum No. 1 to a formal sealed bid issued by the Incorporated Village of Garden City Purchasing Division in Garden City, New York for plumbing services. The addendum, issued on August 26, 2026, modifies the original bid documents issued on August 14, 2026, with a bid opening scheduled for 11:00 AM EDT on Thursday, September 3, 2026. The Village seeks a contractor to provide general plumbing services including repair, maintenance, and emergency work on toilets, showers, sinks, and related plumbing equipment. All plumbers must be licensed in New York State and maintain proper insurance throughout the contract period. The contract term spans four years: Year 1 from January 1, 2027 through May 31, 2028; Year 2 from June 1, 2028 through May 31, 2029; Year 3 from June 1, 2029 through May 31, 2030; and Year 4 from June 1, 2030 through an unspecified end date. Emergency response must occur within two hours via direct phone contact and within 24 hours for onsite diagnosis and scheduling. The addendum identifies three revised pages to the contract documents: the bid proposal page, contract pages, and specification page.
Pricing is structured on an hourly basis with separate rates for Regular Time (typically 7 AM to 5 PM), Premium Time (5 PM onward including weekends), and Holiday Time for both Master Plumbers and Plumber Helpers. Bidders must submit hourly rates for Year 1 and Year 2, with all prices to remain fixed for the entire contract duration. Materials are billed separately with a markup percentage subject to bidder quotes on a $20,000 material baseline. Specialty equipment such as bucket trucks, cranes, or lift gates are billed on an as-needed basis with advance Village approval. Prevailing wage rates per the New York State Department of Labor apply, and certified payroll is required. Maccarone Plumbing, Inc. is the incumbent, having held identical or substantially similar DPW HVAC services contracts in 2023, 2024, and 2025. The Village reserves the right to terminate this non-exclusive contract at any time and may seek alternative proposals for plumbing work as needed. Bidders must acknowledge receipt of Addendum No. 1 by submitting a signed copy with their bid proposal.
