About this file

This is Addendum No. 1 to a formal sealed bid for HVAC services issued by the Incorporated Village of Garden City, located at 351 Stewart Avenue, Garden City, New York. The addendum, issued August 20, 2026, modifies the original bid documents for HVAC services including repair, maintenance, improvements, and emergency work to boilers, chillers, heat pumps, air conditioners, and related equipment. The sealed bid opening is scheduled for 11:00 a.m. EDT on Thursday, August 27, 2026. The addendum revises bid proposal pages (3B-3C), contract pages (5B-5C), and specification pages (18-22), and requires bidders to acknowledge receipt by including a completed copy of the addendum with their bid proposal. The contract term begins January 1, 2027, with Year 1 running through May 31, 2028, followed by Year 2 (June 1, 2028 through May 31, 2029), and continuing through Year 6 (June 1, 2032 through May 31, 2032). The Village reserves the right to extend the contract for five additional one-year extensions, with price adjustments eligible only in Years 3 and 5 of the original term and extensions.

Bidders must provide hourly rates for three technician classifications—Senior Technician, Junior Technician, and HVAC Helper—across three time categories: Regular Time (RT), Premium Time (PT), and Holiday Time (HT), with each rate multiplied by 100 hours for bid comparison purposes. Contractors must also specify a markup percentage for materials and describe any additional charges for specialized equipment or vehicles, subject to Village approval prior to work commencement. All contractors must be licensed in New York State, maintain proper insurance naming the Village as an additional insured, and comply with prevailing wage rates established by the New York State Department of Labor with certified payroll required. Emergency response requirements mandate direct phone contact within two hours and onsite diagnosis within 24 hours. The incumbent contractor is Energy Mechanical, Inc., which has continuously held the DPW HVAC Services contract since 2023 with renewals through 2025. Contractors must submit all required insurances, bonds, and contract documents within 30 days of award, with penalties of $1,000 per day assessed for delays in execution.

The Superintendent of Public Works may use available indexes (e.g., CPI or PPI) to determine if the requested Price Adjustment is reasonable. Following a notice of termination by Village, the CONTRACTOR shall nevertheless follow any instructions issued by Village directing the CONTRACTOR to complete any further “in progress” portion of the Project, and/or to remove unused material and/or restore the site to a condition in which passers-by may safely and reasonably traverse the adjoining areas.
