About this file

This is Addendum No. 1 to an Invitation to Bid issued by the State of Louisiana Office of State Procurement on behalf of the Louisiana Department of Wildlife and Fisheries for RFx Number 3000026041, ATV Trail Improvements. The addendum addresses seven vendor inquiries and provides clarifications on project specifications and requirements. The project involves improvements to approximately 2.0 miles of the Zeek ATV Trail and approximately 2.9 miles of the Crouch ATV Trail located at the Richard K. Yancey Wildlife Management Area in Vidalia, Louisiana. Work is to be completed within 120 days plus weather delays, with contractors permitted to work during holidays and weekends but not during Deer Firearm season on the Wildlife Management Area. Key specifications clarified include removal of all trees under 24 inches in diameter within the 50-foot right-of-way while preserving larger trees, import of a maximum of 650 cubic yards of fill material per trail, and installation of parking areas with specific dimensions marked and flagged by LDWF prior to April 1, 2026. Sealed bids were scheduled to open on April 1, 2026 at 10:00 AM Central Time. Revised Attachment C - Specifications was provided with this addendum and replaces the original specifications in their entirety.

The addendum establishes that a Builder's Risk Policy is required as outlined in the Special Terms and Conditions. Contractors are authorized to use equipment such as bush hogs or similar machinery for trail work. The addendum provides procedures for bid acknowledgment and revision submission, with bidders who have already submitted bids required to acknowledge receipt if no changes are needed, or to submit revisions prior to bid opening. Revisions must be delivered by mail, hand courier, or fax to the Office of State Procurement located at 1201 N. 3rd Street, Suite 2-160, Baton Rouge, Louisiana 70802, or by fax to (225) 342-9756, with electronic transmissions other than fax not accepted. Revisions received after bid opening will not be considered, and bidders will be held to their original bid submissions.

Vendor’s Inquiry #5: The majority of each trail is at or slightly above the surrounding grade. Achieving a grade of 3’ feet above existing is not feasible given the proposed import quantity of 650 cubic yards. Is the contractor required to import a maximum of 650 cubic yards per trail?

State’s Response #7: The trail head parking area should be on the same side of the road as the trail and shall be approximately 100’ x 80’ per the attached maps. LDWF will mark and flag the corners prior to April 1.
