About this file
This is Addendum No. 1 to a formal sealed bid for maintenance services issued by the Incorporated Village of Garden City, New York, dated August 26, 2026. The addendum modifies the contract documents for maintenance of sewer lift stations and well sites, with bid opening scheduled for 11:00 AM EDT on Thursday, September 3, 2026. The Village of Garden City operates its own Water/Sewer Department and requires skilled, experienced service for troubleshooting, repair, replacement, maintenance, and installation of equipment at multiple sewer lift stations and well sites on an on-call basis. Services include work on piping, valves, rotating biological contactors, process blowers, manhole repairs, painting of confined space wells, concrete tank repairs, and other related equipment. The contract term spans six years: Year 1 from January 1, 2027 through May 31, 2028, followed by five additional one-year periods through May 31, 2032. The Village reserves the right to extend the contract for five additional one-year extensions beyond the initial term. Contractors must demonstrate at least five years of continuous commercial service/maintenance experience and maintain at least four full-time, fully qualified mechanics with service vehicles. Emergency repair response time must be within four hours, and non-emergency work response within twenty-four hours.
The revised bid proposal requires contractors to provide hourly rates for regular time, premium time, and holiday time for both master mechanics and mechanic helpers, including typical response vehicles, tools, and equipment, as well as a markup percentage for materials. Bidders must describe additional charges for specialized equipment or vehicles and explain their emergency response capabilities and number of full-time mechanics. Prevailing rates from the New York State Department of Labor apply, with certified payroll required. Materials are billed separately from labor, with invoices requiring manufacturer's original documentation for items over $50. Price adjustments are eligible during renewal periods in Years 3 and 5 only, with the contractor required to notify the Superintendent of Public Works sixty days prior to requesting adjustment. Atlantic Wells, Inc. was the incumbent contractor, holding the award for both 2024 and 2025. All bidders must acknowledge receipt of Addendum No. 1 by including a signed copy with their bid proposal, and the Village reserves termination rights at any time for convenience.
