SUBJECT: ITB-2017-0177 | ADDENDUM #01

This addendum is issued to provide additional information, clarification, corrections, additions, deletions and/or answers to questions concerning the above referenced solicitation. All information provided in this addendum is incorporated into the solicitation document as set forth therein. All other parts of the solicitation have been maintained as originally distributed. This addendum supersedes any verbal and/or other instructions given to any bidder/proposer qualified to respond pursuant to the requirements set forth in the solicitation document.

I. DUE DATE

This Addendum does not change the solicitation due date. As such, the solicitation response is due no later than May 23, 2017 at 2:00 P.M. Local Time.

II. QUESTIONS AND ANSWERS (Q&A)

The City has received the following question(s) concerning the solicitation:

Q1. Is there an engineer’s estimate for this project?

A1. The engineer’s estimate for this project is $500,540.00.

Q2. Is there a requirement to comply with a “Buy American” provision?

A2. Per the grantor, although the funding source for this project does not specifically contain a “Buy

American” requirement; it is encouraged.

Q3. Are there any Liquidated Damages for the Gee Creek Erosion Control Phase 1 Sheet Piling? I took a look at the specs and did not see an amount, please advise.

A3. Liquidated Damages are discussed in the Standard Construction Agreement. Please refer to

Attachment “V”, Standard Construction Agreement; a copy of which is being provided with this

Addendum.

Q4. Who will be responsible for on-site engineering/testing and inspections?

A4. The Contractor is responsible for testing (e.g., for compaction tests. at the Contractor’s expense.

The City may elect to also conduct independent testing at the City’s expense. The City also intends to use contracted CEI services for the project.

Q5. What is the anticipated start date?

A5. The anticipated start date is June 13, 2017; with substantial completion to be achieved within 60 days, final completion within 90 days.

needed?

A6. Limited clearing and grubbing will be allowed within the Public ROW only following City approval. Clearing should be limited to the minimum possible to construct the project. The

Contractor should assume no clearing within the creek bed or wetland area will be allowed, other than minimal disturbance needed to install required temporary erosion controls.

Q7. The 4” thick slab coming in between the existing panel wall and the new sheet pile wall how it will be connected to these two sides or will it simply rest on top?

A7. The slab will rest on top of the ground and will not be attached/anchored to the existing wall or the sheet pile/concrete cap.

Q8. Clarify if the road is completely closed for traffic during the sheet pile driving operation what will be alternate route or detour?

A8. Per the third Maintenance of Traffic note on Sheet C-2 of the plans, the contractor will be allowed to close N. Winter Park Drive twice during construction for two five-day intervals. The road must be open on the weekends. Specific guidance on the detour requirements are included this same section of the notes, but it will be the Contractor’s responsibility to submit a formal detour plan for review and approval by the City prior to the closures.

Q9. Is there any engineer’s budget for this project?

A9. Please refer to Response A1 of this Addendum.

Q10. Is it mandatory to use American made sheet pile as per buy American clause?

A10. Please refer to Response A2 of this Addendum.

Q11. Is the City going to provide staging area for contractor free of charge?

A11. The City intends to provide use of the City-owned site described in the “Contractor Lay-Down

Area” notes on Sheet C-2 of the plans as a lay down area free of charge for this project.

However, the Contractor is responsible for meeting all requirements discussed in the same section of the notes.

Q12. As per sheet C-2 sheet pile specs please confirm it is going to be the contractor’s choice to use vibratory hammers or Giken press in machine to drive the sheet piles in the ground?

A12. The Contractor may elect to use vibration or Giken method of installation. The vibration method requires monitoring as discussed in the “Installation of Sheet Piling” notes on Sheet C-2 of the plans. Regardless of installation method chosen, the Contractor will be responsible for any damage to public or private property that results from the construction activities associated with this project. It is in the Contractor’s best interest, therefore, to carefully document pre-existing conditions and to proceed cautiously during sheet pile installation.

Q13. As per bid form attachment F item 5 & 6 “monitor existing structures inspection and settlement”

& ““monitor existing structures vibration”, clarify what type of structures needs to be monitored i.e. bridge, houses etc.? Is this monitoring and inspection only required during the pile driving operation?

A13. That section of the plans identifies Section 108 of The Florida Department of Transportation

Standard Specifications for Road and Bridge Construction (2017) which provides monitoring distance parameters. Please refer to Attachment “W”, Florida Department of Transportation

Standard Specifications for Road and Bridge Construction (2017) Section 108; a copy of which is being provided with this Addendum.

That Section directs bidders to Section 7-11 for further explanation of existing structures (or

“property”):

7-11 Preservation of Existing Property.

7-11.1 General: Preserve from damage all existing property within the project limits of or in any way affected by the Work, the removal or destruction of which is not specified in the Plans. This applies to, but is not limited to, public and private property, public and private utilities (except as modified by the provisions of 7-11.5), trees, shrubs, crops, sod, signs, monuments, fences, guardrail, pipe and underground structures, Intelligent Transportation Systems (ITS) facilities, traffic control signals and devices, highway lighting, and public highways (except natural wear and tear of highway resulting from legitimate use thereof by the Contractor).

In other words, everything should be monitored within the distance envelope identified in FDOT, Section 108.

III. CHANGES, ADDITIONS AND/OR CLARIFICATIONS

CLARIFICATIONS:

CLARIFICATION #1: On Sheet C-3: Sheet piling: each PZ35 sheet pile is 22.64 inches in width center-to-center (laying length). Therefore, there are 90 sheets parallel to the roadway and the length is

169.8 feet; the angled portion would be seven (7) sheets and the length is 13.2 feet and the two ends are two (2) sheets each at 3.77 feet. The total length of wall is 190.54 feet. The actual “in field” measurement may change if a different sheet pile section is used with a different laying length.

Contractor shall guide himself/herself accordingly.

CHANGES:

CHANGE #1: On sheet C-5: In the pile cap detail, Coping Reinforcing Partial Plan: delete the words

“Begin sheet pile wall STA 10+00 or End sheet pile wall STA 15+00”.
