About this file
Addendum No. 1 for the Lift Station #20 Bypass Pump project is issued by Mead & Hunt, Inc. on behalf of the City of Holly Hill, Florida, with bids to be received until June 10, 2025, at 2:00 PM. The addendum provides critical updates and clarifications for the project, including confirmation that the project is subject to state bill SB 674 and the Build America, Buy America (BABA) Act. Key requirements include domestic sourcing for materials such as iron and steel components, HDPE piping, bypass pump systems, and electrical components. The addendum addresses specific questions from potential bidders, including funding sources, flow rates, and constraints on alternative equipment submissions.
The project is funded through the FY 2024/25 Community Development Block Grant (CDBG) Program administered by Volusia County, with a total estimated project cost of $210,100.00, including a 10% contingency. The Engineer's Opinion of Probable Cost (EOPCC) breaks down costs across various project elements, including mobilization, preconstruction video, sitework, emergency bypass pump installation, piping, mechanical work, tie-ins, electrical work, and restoration. Notable requirements include adherence to Davis-Bacon labor standards, submission of certified payroll reports, and compliance with federal procurement procedures. While there are no specific Minority and Women Business Enterprise (MWBE) benchmarks, contractors must complete and submit the required forms.

QUESTIONS
1. Is this project subject to state bill SB 674, which went into effect on July 1, 2024?
Answer: Yes. The project is subject to state bill SB 674. Note the project is publicly funded through the Volusia County Community Development Block Grant (CDBG) program and follows formal procurement procedures under Florida Statutes 287.133(3)(a) and 255.05.
2. Is this project subject to BABAA or any other federal requirement for domestically made products?
Answer: Yes. The project is subject to the Build America, Buy America (BABA) Act. The project is federally assisted and subject to other federal requirements as referenced on page 377 of the technical specifications.
3. If domestic materials will be needed, what materials will fall under this requirement?
Answer: The following materials are subject to domestic sourcing requirements:
a. Iron and steel components (e.g., piping, valves, fittings, rebar)
b. HDPE components (e.g. piping, fittings)
c. The bypass pump system (including the skid-mounted pump, housing, and floats)
d. Electrical components (e.g., conduit, wiring, controls)
e. Note: The project is subject to BABA and it is the Contractor’s responsibility to ensure compliance to BABA requirements.
4. If State of Florida or Federal funds are being used, where are those funds coming from?Answer:
The project is funded through Federal Funds provided through the FY 2024/25 Community Development Block Grant (CDBG) Program administered by Volusia County.
5. Can the City provide a copy of the Engineer’s Opinion of Probable Cost?
Answer: Yes, see the attached Engineer’s Opinion of Probable Cost.
6. Will 'or equal' alternatives be considered for the proposed bypass pump system?"
Answer: : Due to the critical nature of this application and the need to ensure reliability, compatibility, and performance under emergency conditions, “or equal” alternatives will not be considered. This bypass pumping system is intended for deployment during emergency events, where immediate functionality is essential. In accordance with Florida Statute § 287.057(3)(a), which permits emergency procurement without competitive solicitation, only the specified system will be accepted. Compatibility with existing infrastructure and current bypass pumping systems is vital to ensure operational readiness and to avoid failures or delays that could result from integrating untested alternatives.
7. For the Minority and Women Business (MWBE) form, are there specific goals or benchmarks the contractor must meet?
Answer: There are no specific benchmarks or goals required for this form. However, the contractor awarded the project is required to complete and submit it.
8. Do you have the flows, head pressure, and what kind of down time we have as far as being able to shut the station down for the tie in.
Answer: Contractor may request City staff provide flows expected during construction and down time available. Per the FDEP General Permit for the project (Permit # 0202632-026), average flow to station is 98,160 GPD and maximum flow is 392,640 GPD. Design head/flow conditions for the bypass pump are included in the design drawings.
