About this file
This addendum to RFP No. 2019-102-RCB is issued by the County regarding concessionaire services for food and beverage operations at Osprey Point Golf Course, located at Burt Aaronson South County Regional Park. The addendum provides clarifications and responses to questions raised during the mandatory pre-proposal conference held on April 24, 2019, and from written submissions received by May 7, 2019. A voluntary site re-inspection was offered on May 9, 2019, at 10:00 A.M. to 10:30 A.M., with no questions permitted during the visit. The facility served approximately 97,000 to 98,600 annual rounds of golf across the three-year period from fiscal year 2016 through 2018, supplemented by lesson revenues. The golf course hosted multiple tournaments annually, including 9 junior tournament rounds, 8 college tournament rounds, 2 events with 50-99 persons, and 4 events with 100 or more persons in 2018. Operating hours are defined in the concessionaire lease agreement, with extended hours available only by written approval from the County.
The minimum annual rent requirement is $48,000, and any bid submitted below this threshold will be deemed non-responsive. The concessionaire will operate as a walk-up counter or food trailer model, with responsibility for arranging beverage coolers and selecting product vendors based on preference between Coke or Pepsi. Golf course patrons are designated as the first priority for all staff at the facility, and management reserves the right to determine operations during tournaments and special events on a case-by-case basis. Proposers were required to acknowledge receipt of Addendum No. 1 by signature and return it with their proposals, or risk having their proposals deemed non-responsive. Attachments include a revised equipment list, the pre-bid meeting sign-in sheet, the Osprey Point logo, and a liquor license example from Southwinds Golf Course.

Addendum No. 1 to RFP No. 2019-102-RCB
Request For Proposals for the Provision of Concessionaire Services at
Osprey Point Golf Course
Burt Aaronson South County Regional Park
May 22, 2019
This Addendum shall be added to and become a part of the RFP and shall be governed by all terms and conditions set forth therein.
A. The following are clarifications, changes, additions and/or deletions to the RFP based on discussions at the Mandatory Pre-Proposal conference conducted on April 24, 2019, and questions received:
1. The 1st ROUND Questions and Answers posted on May 7, 2019, is hereby replaced with this Addendum No. 1.
B. The County received questions as set forth below and is issuing the following responses:
1. Questions received from Dave White, ROAM/BG Parks:
Question: May we re-inspect the interior of the Premises?
Answer: A voluntary re-inspection will be held on Thursday, May 9th , at 10:00 A.M.
- 10:30 A.M. Attendance is not mandatory. NO questions will be permitted at this site visit.
Question: How many tournaments were held at Osprey Point last year?
Answer: In 2018, Osprey Point Golf Course hosted:
9 - Junior Tournament Rounds
8 - College Tournament Rounds
2 - 50-99 Person Events
4 - 100+ Person Events
Question: In addition to posting the revised equipment list, will the sign-in sheet from the mandatory meeting be posted online?
Answer: Both the revised equipment list Exhibit “A-2” to the Concessionaire Lease
Agreement as distributed at the April 24, 2019, pre-bid meeting and the sign in sheet are attached as Attachment No. 1 and Attachment No. 2, respectively. Please remember to use the revised equipment list.
Question: Do you have a jpg or pdf version of the Osprey Point logo?
Answer: The Osprey Point Logo is attached as Attachment 3.
Question: Equipment Schedule Items 402 and 403 represent Merchandisers that are noted to be provided by vendor. Can you identify the intent of these merchandisers? Will the vendor be available to sell retail items?
Answer: Items 402 and 403 on the revised Exhibit “A-2” Equipment List are referring to standalone clear-front type reach-in coolers used for bottled beverages. These coolers are generally provided by a distributor/purveyor and it is the concessionaire’s responsibility to make arrangements based on its preference (Coke or Pepsi) of products it wishes to offer for sale.
Question: During the on-site portion of the meeting, it was mentioned another PBC golf course having a liquor license. Can the Dept. please provide a copy of that license along with providing vendor sales for years 2016, 2017 and 2018?
Answer: We do not have sales records for Food & Beverage at Osprey Point and past sales would not be indicative of future sales based on the facility being a walk-up counter or food trailer compared to a full restaurant. Attached as Attachment No. 4 is the liquor license for the Southwinds Golf Course.
Question: Does the golf course keep an attendance record for number of golf players?
If so, can the dept. provide attendance records for 2016, 2017 and 2018?
Answer: There are a significant number of people who come to the course to practice or hit range balls that are not captured at the facility and are not included in the following attendance numbers.
Monthly Rounds/Lessons Breakdown:
2. Questions received from Todd Weiss, DH2, Inc.:
Question: What will the policy be when staff and the public are taking up tables with no intention of purchasing food or beverage while paying customers are waiting for seat and table availability?
Answer: Golf course patrons are the first priority for all staff at the facility. Staff should not be sitting at tables when customers are waiting for a seat unless attending a meeting or other organized event which would be coordinated in advance with the Food &
Beverage manager. If customers are “taking up tables” while others are waiting, the concessionaire may politely ask them to vacate the tables. Management will advise staff to vacate tables if the public is waiting.
Question: What time will the restaurant be forced to close during winter and summer months?
Answer: Operating hours are provided for in Section 4.02 b. of the Concessionaire
Lease Agreement and extended hours may be available with written approval by the
