About this file

This is a First Round Questions and Answers document for RFP No. 2019-102-RCB issued by Palm Beach County for Osprey Point Golf Course Concession Services at Burt Aaronson South County Regional Park. The RFP solicits a concessionaire to operate food and beverage services at the golf facility. A mandatory pre-bid meeting was held on April 24, 2019, with a voluntary site re-inspection scheduled for May 9, 2019 from 10:00 a.m. to 10:30 a.m. The deadline for written questions was 2:00 p.m. on Wednesday, May 22, 2019. The concessionaire will operate a full restaurant with a walk-up counter service model, managing all food and beverage operations during specified operating hours as outlined in Section 4.02(b) of the Concessionaire Lease Agreement. The facility includes extensive equipment detailed in Exhibit A-2, encompassing cooking equipment, refrigeration units, point-of-sale terminals, dishwashing stations, and beverage merchandisers. Osprey Point Golf Course recorded approximately 97,000 to 98,600 rounds played annually across 2016-2018, with 9,000 to 18,000 lessons provided during the same period, and hosted between 15 and 23 tournaments annually.

The minimum annual rent requirement is $48,000, with any bid below this threshold deemed non-responsive. Extended operating hours beyond standard seasonal parameters require written approval from the Department. Golf course patrons receive priority for seating and service, with staff prohibited from occupying tables when paying customers await availability. The concessionaire must arrange beverage distribution agreements independently with either Coke or Pepsi vendors for merchandise coolers. A liquor license is available at the facility, with reference provided to the Southwinds Golf Course license as a comparable example. Operating hours vary seasonally between summer and winter months, with closure during specific maintenance periods such as greens aeration. The Department indicated it does not maintain historical food and beverage sales records, as past performance would not be indicative of future revenue under the new operational structure.

1st ROUND Questions and Answers Osprey Point Golf Course Concession Services at

Burt Aaronson South County Regional Park May 6, 2019

RFP NO. 2019-102-RCB

Below are the questions received associated with the above referenced RFP to date.

None required an addendum be issued to the RFP. As provided for in Section I (E) of the RFP All questions must be presented in writing to Richard C. Bogatin rbogatin@pbcgov.org. The deadline for questions is 2:00pm Wednesday, May 22, 2019.

Q: May we re-inspect the interior of the Premises?

A: A voluntary re-inspection will be held on Thursday, May 9th 10am-10:30am.

Attendance is not mandatory. NO questions will be permitted at this site visit.

Q: What will the policy be when staff and the public are taking up tables with no intention of purchasing food or beverage while paying customers are waiting for seat and table availability?

A: Golf course patrons are the first priority for all staff at the facility. Staff should not be sitting at tables when customers are waiting for a seat unless attending a meeting or other organized event which would be coordinated in advance with the Food & Beverage manager. If customers are "taking up tables" while others are waiting, the concessionaire may politely ask them to vacate the tables. Management will advise staff to vacate tables if the public is waiting.

Q: What time will the restaurant be forced to close during winter and summer months.

A: Operating hours are provided for in Section 4.02 b. of the Concessionaire Lease Agreement and extended hours may be available with written approval by the Department.

Management's review of extended hours would include consideration of the impact to the park.

Q: Is a bid under the $48,000 minimum annual rent acceptable?

A: No, if your bid is under the $48,000 annual rent minimum threshold it will be deemed non responsive.

Q: Does the Golf Course operate all 27 holes for play during the summer months?

A: During the summer of 2018, the golf course closed one nine at a time for approximately 1-2 months to complete major summer maintenance practices such as greens aerification. There was no impact on numbers of rounds played as a result of this work.

Q: How many tournaments were held at Osprey Point last year? In 2018, A: in 2018 Osprey Point Golf Course hosted:

9 - Junior Tournament Rounds 8 - College Tournament Rounds 2 - 50-99 Person Events 4 - 100+ Person Events

Q: Is the Restaurant allowed to continue to operate/service the general public outside of the tournament attendees, and after the "Dusk to Dawn" operating hours?

A: As provided for in Section 4.02(e) (tournaments and other events), and (f) (food and beverages as part of golf packages), the determination to close or operate/service the general public, during tournaments or other special events will be made on a case by case basis.

Q: In addition to posting the revised equipment list, will the sign-in sheet from the mandatory meeting be posted online?

A: Both the revised equipment list "Exhibit A-2 to the Concessionaire Lease Agreement" as distributed at the April 24, 2019 pre-bid meeting and the sign in sheet are attached. Please remember to use the revised equipment list

Q: Do you have a jpg or pdfversion of the Osprey Point logo?

A: Yes, Attached.

Q: Equipment Schedule Items 402 and 403 represent Merchandisers that are noted to be provided by vendor. Can you identify the intent of these merchandisers? Will the vendor be available to sell retail items?

A: Items 402 and 403 on the revised Exhibit A-2 Equipment List are referring to standalone clear-front type reach-in coolers used for bottled beverages. These coolers are generally provided by a distributor/purveyor and it is the concessionaire's responsibility to make arrangements based on its preference (Coke or Pepsi) of products it wishes to offer for sale.

Q: During the on-site portion of the meeting, it was mentioned another PBC golf course having a liquor license. Can the Dept. please provide a copy of that license along with providing vendor sales for years 2016, 2017 and 2018?

A: We do not have sales records for Food & Beverage at Osprey Point and past sales would not be indicative of future sales based on the facility being a walk-up counter or food trailer compared to a full restaurant. Attached is the liquor license for Southwinds GC.

Q: Does the golf course keep an attendance record for number of golf players? If so, can the dept. provide attendance records for 2016, 2017 and 2018?

A: There are a significant number of people who come to the course to practice or hit range balls that are not captured at the facility and are not included in the following attendance numbers.
