About this file
This is Addendum No. 02 to RFP 25 8428 issued by the Orlando Utilities Commission (OUC) for Occupational Medical Services on July 22, 2025. The addendum addresses proposer questions, revises solicitation documents including the RFP, Price Schedule, and Bidder Requirements and Qualifications Form, and releases supporting documents such as contract samples and exceptions forms. The services required include drug and alcohol testing, occupational health examinations, fitness-for-duty evaluations, and related occupational medical support. Onsite drug and alcohol testing services are the only services required to be conducted on location, occurring quarterly with two to three visits per quarter at each location, with an average of 50 to 100 tests administered per event. The original solicitation deadline remains July 29, 2025, at 2:00 PM EST, with proposals to be submitted electronically via Vendorlink.com. Proposers must acknowledge receipt of this addendum or risk having their offer considered non-responsive. The RFP anticipates a five-year contract term with one potential one-year renewal option.
Key clarifications provided in the addendum include confirmation that only drug and alcohol testing services are required onsite with no additional screenings such as mask fit testing or audiometric testing, that pharmacology counseling is optional, and that OUC no longer uses a standalone Health Risk Assessment. Routine Fitness for Duty Exams include respirator medical evaluations and post-injury fitness assessments for safety-sensitive positions. Proposers cannot submit alternate price schedules and must use OUC's standardized Attachment B format for all pricing submissions, though supplemental explanations for bundled or variable pricing may be included in the proposal narrative. The addendum corrects attachment labeling errors, noting that the Technical Risk Questionnaire is Attachment D (not E) and the OUC Authorization Form is Attachment E (not F). Approximately 60 new hire exams and drug tests were conducted in 2024 for candidates outside OUC's primary service area. No communication regarding the solicitation is permitted between proposers and OUC personnel except with the designated buyer of record, Dom P. Sotero, at dsotero@ouc.com.
